- The Naval Air Systems Command at Patuxent River, MD, is seeking to procure two (2) Bench Test Sets (BTS) with the capability to perform Intermediate and Depot Level Testing of H-46 Helicopter Dual Extensible Link Actuators. The Extensible Link Actuator (ELA) Bench Test Set is used at the intermediate level to test the Automatic Flight Control System Extensible Link Actuator. The test set performs fault isolation of the actuator to the defective replaceable part. The current ELA Bench Test was developed and fielded in the mid-1980's, but has several obsolete components. As part of the Geriatric Aircraft Safety and Sustainment Program (GASSP) Reliability Abbreviated Acquisition Program (AAP), the Navy plans to field a replacement test set to sustain our current maintenance philosophy for the remaining life cycle of the H-46. It is the intent of the Government to negotiate and award an order with a Cost Plus Fixed Fee (CPFF) line item for the non-recurring engineering (NRE) effort under existing Basic Ordering Agreement (BOA), N00019-05-G-0012. The proposed order will be awarded on a sole source basis to The Boeing Company, Ridley Park, PA and will be made using Boeing proprietary drawings that define the tanks, the self-sealing covering, and all critical manufacturing processes. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c) (1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Boeing Company is the sole designer, developer, and original equipment manufacturer (OEM) of the H-46 series helicopter and retains exclusive proprietary rights to all technical data. The Boeing Company is the only firm that possesses the knowledge, experience, technical expertise, and technical data required to perform these efforts.
