Description
The Air Force is seeking sources for a full and open competitive basis. This is a sources sought for planning purposes only. The requirement is to provide secondary containment for pipeline off-loading for Area POL Farm and repair piping for tanker offf-loading area. The requirement includes the installation and containment under the JP-8 fuel pipelines to contain fuel in case of spill from the pipelines and the off-loading fuel trucks and includes replacing and consolidating the existing piping system, supports and pumps at Wright-Patterson AFB, Ohio. The technical nature of this project requires excavation of soil, testing of soil for contamination, disposing of contaminated soil to the approved EPA landfill. The project includes construction of a concrete containment and demolition of existing fuel piping and pumps. The project includes installation of new piping, supports and pumps. The project requires specialized experience in fuel related construction projects and experience with Federal and State Environmental agencies. The Contractor shall have experience in remediation effort, fuel piping installation and familiarity with working in a jet fuel system environment. There will be a short period of performance once work commences, therefore new fuel deliveries are not possible. The Air Force intends to award a contract with a period of performance of 180 days. The estimated magnitude of the entire contract is between $500,000 and $1,000,000. Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; (3) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; Firms interested should provide the above documentation, fax or e-mail responses will be accepted. Responses shall be limited to 5 pages. Please include your DUNS Number or CAGE Code on your response. Failure to submit all information requested would result in a contractor being considered "non-responsive" in this requirement. Responses to this notice are due by 4:00 pm (Eastern Standard Time) on 13 April 2009.
