Description
8. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-09-T-0081. This acquisition is issued as a request for quotation RFQ. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-30. (iv) This acquisition is set-aside for small business. The associated NAICS code is 423830. The small business size standard is 100 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): Description of requirements: Statement of Work C.1 BACKGROUND: The U.S. Army Research Laboratory (ARL), Adelphi Laboratory Center (ALC) is building a Mine Effect Simulator in a high ceiling laboratory space. As part of the test system, a mezzanine is required for experimental set-up and operations with the main mezzanine being built surrounding the simulator and aligned with the buildings ground floor. C.2 REQUIREMENTS: C.2.1 All Contractor employees must be US Citizens or have green cards (Immigration and Naturalization Service Card, Citizenship Applied for). The Mezzanine will be installed in a controlled access area. Access will require one Government escort at all times for every five contractor personnel. Contractor personnel who are US citizens can obtain an escort required badge by providing their full name, Social Security Number, company name, and Government point of contact to the Contracting Officers Representative (COR) approximately three days before their visit. The Contractor shall provide all contractor personnel working on-site at ARL-ALC with a form of visual identification (i.e. ID badge, contractor emblem, etc.) which shall be displayed at all times while on the ARL-ALC project sites. The ID badge shall identify each individual as an authorized employee of the Contractor. C.2.2 All Contractor personnel who are not US citizens may only obtain limited access to the building. Contractor personnel who are not US citizens must be escorted by Government personnel at all times. On request, the Government will supply the necessary forms for contractor personnel who are not US citizens to obtain limited access. The contractor shall allow three (3) weeks for the forms to be processed. C.2.3 Entrance to ALC is limited to those with a specific point of contact and destination. Everyone entering ALC must show a valid picture ID, and drivers must show their vehicle registration card. C.3 OBJECTIVE: C.3.1 The contractor shall design, engineer, supply, and install a two level integrated platform structure and vertical freight elevator. A portion of the upper level mezzanine is modular in design so that the decking can be easily removed with a gantry crane. This project will involve three phases. The contractor shall provide a two level platform and vertical freight elevator in accordance with the following salient characteristics: Mezzanine general requirements (see attached drawings and specifications below): The mezzanine shall withstand uniform load of 125 lb/square feet or higher Dimensions: Dimensions of the mezzanine are defined at C.3.2.2 and C.3.2.3 Seismic rating shall be Category A Deck Beams 12 Structural steel (deflection less than 1/360) Support Beams 10 Structural steel (deflection less than 1/360) Column Spacing: Column spacing shall sustain the required load of 125 lb/sq ft and resulted in beam deflection of 1/360 or less. Columns The Contractor shall ensure columns uphold the second level mezzanine of same size and withstand 125 lbs/square foot maximum uniform load. Both levels are 6 x 6 structural with 10 x 10 base plates. The PSI max floor loading for the upper level is 131 and the PSI lower level is 46. The Contractor shall ensure the columns do not block the aisle way or doors. Deck Material 1-1/2 x 20 Gauge white B deck with plywood with 0.100 Polytex C.3.2 PHASE 1 C.3.2.1 The Contractor shall remove the existing 4 x 8-8 balcony (see photo below) and provide temporary railing to block the doorway. This railing will only exist between Phase I and Phase III and shall be removed by the contractor at the completion of Phase III. PICTURE ONE (1) APPEARS HERE C.3.2.2 The Contractor shall engineer, supply and install lower level mezzanine in accordance with the following specifications: Lower Level Mezzanine PICTURE TWO (2) APPEARS HERE Dimensions 9-3 x 11-5 with cutouts. The cutouts are for access to an existing stair and the elevator specified in this contract. The size of the cutouts is approximately 3.5 x 3.0. Total Area 106 square feet less cutouts Deck Height 7-11 (even with existing mezzanine, shown at above photo) Clear Height 7-0-3/4 Guardrail and kick-plate 27 lineal feet Vertical freight elevator Configuration:Cantilever Capacity: 1000 lbs. Vertical Travel: 13 8 Levels: 3 Speed: 25 fpm Operating Voltage: 460/3/60 Controls: 3-Level Call/Send Carriage: Constructed of heavy tube and channel with 3/16 deck plate and 48 high expanded metal on (2) sides of the carriage to accommodate a C/90 loading pattern. Open ends of carriage are protected by snap chains. Overall carriage dimensions are approximately 3 5 W x 5 6 L x 6 8 H. Useable Carriage: 3 0 W x 4 0 L x 7 0 H Gates: Gates with elevator interlocks are required on all access sides at each level per the ANSI/ASME B20.1 Safety Standard for Conveyors. The Contractor shall provide (1) expanded metal gate at each level. At the lowest level clearance under header is 75 nominal; gateposts are 71 high. At the intermediate level clearance under header is 61 nominal; gateposts are 50 high. At the upper level clearance under header is 84 nominal; gateposts are 710 high. Gates include an electric mechanical interlock for safe operation of unit. Enclosures: Enclosures are required on all non-access sides at each level per the ANSI/ASME B20.1 Safety Standard for Conveyors. The Contractor shall provide enclosure panels on (2) sides at each level. The panels are constructed of, 18-gauge, flattened, expanded metal framed in 1 x 1 angle. Elevator Columns: Columns are made up of 6 wide flange structural steel. Columns measure approximately 23 2 L Lift Drive Mechanism: Carriage is lifted and lowered by two heavy-duty roller chains attached to a 5 HP electric brake motor gear reducer assembly mounted on the guide columns. Controls and Devices: One NEMA 12 rated main control panel and three 4-holes NEMA 12 rated push button stations are provided to enable full call/send control from any level. Push button stations are self-maintained, momentary contact, and include a red mushroom E-stop. Main control panel includes diagnostic lights on panel door to assist in troubleshooting. Limit switches are provided to position the carriage at each level. Control voltage is 110 VAC. Safety Features: Limit switches are provided to protect against under or over-travel and to sense a slack or broken chain condition. Overload protection is provided by a current-sensing relay. Fail-safe brake engages upon loss of power. Safety cams with hardened teeth are connected to each lifting chain and engage the column to prevent carriage free fall in the event of chain failure. C.3.2.3 The Contractor shall engineer, supply and install columns and deck beams of upper level mezzanine in accordance with the following specifications: NOTE: Only the deck beams that are adjacent to existing walls are installed during this phase, to ensure installation of the simulator is not interfered with. Upper Level Mezzanine Dimensions 25-7 x 17-5 with cutouts. The cutouts are for the simulator and the lower mezzanine. The cutout for the simulator is approximately 5x4.5, and the cutout for the lower mezzanine is approximately 7x13. Total Area 445 square feet less cutouts Deck Height 13-8 (even with existing machine shop floor) Clear Height 12-5-3/4 Guardrail and kick-plate: 28 lineal feet C.3.3 PHASE II (CLIN 0002) C.3.3.1 Upon completion of Phase I, the Contractor shall store the upper level part of the mezzanine as specified in Phase I, at their facility for 3-6 months. The Contractor shall be responsible for any freight charges incurred during Phase II. C.3.4 PHASE III (Installation) C.3.4.1 The Contractor shall provide complete installation of the upper level mezzanine defined in C.3.2.3 within three (3) weeks after notification from COR. C.3.4.2 The Contractor shall provide electrical controls and power wiring. The Government is responsible for providing sufficient electrical power drops. C.3.4.3 The contractor shall ensure all nuts and bolts are tighten, secured and make adjustments for stability. C.3.4.4 Structure shall meet all applicable O.S.H.A codes. C.3.4.5 The contractor shall place metal sign on the structure that certifies floor capacity. The sign shall be large enough, and placed in area such that it can be read from the ground. C.4 Refuse/Trash: All trash, boxes, wood, crates, packing material and other debris associated with the installation shall be removed and disposed to Government provided trash containers by the Contractor. C.5 Government Furnished Space: The Government will provide 300 square feet storage/staging area for the effort. C.6 Delivery: C.6.1 The Contractor shall submit a production drawing to the COR for review and approval within five (5) days after award. The COR will review and provide approval/non-approval to the contractor within three (3) working days. (vi) Delivery is in accordance with the Statement of Work. Delivery shall be made to Adelphi, MD. Acceptance shall be performed at the same location. The FOB point is DESTINATION. (vii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: (SEE xviii) (viii) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: N/A (ix) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. (x) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause NONE.
