Description
Under the authority of Federal Acquisition Regulations, Part 6,Subpart 302.1, the U.S. Department of Interior, Bureau of Indian Affairs (BIA), Albuquerque Acquisition Office, intends to award a contract on a non-competitive basis to Northwest Evaluation Association (NWEA) to conduct professional development and coaching of Bureau of Indian Affairs' Central Office staff, Education Line Office staff, and Bureau of Indian Education systems school staff, which serves 184 schools and dormitories located on Indian reservations in 23 states. The purpose of this contract is to assist the Bureau of Indian Education in meeting the legislative requirements of Public Law 107-110, the No Child Left Behind Act, Title I - Improving the Academic Achievement of the Disadvantaged, Section 1003 (a) and (g). The BIA's decision to award this contract is based on the written recommendations from the curriculum committees for each of the schools involved in the development and coaching. The committee for each school is composed of staff and teachers. The committee reviews the curriculum capabilities that educational service companies possess and jointly determines which curriculum meets their requirements. NWEA's Measure of Academic Progress (MAP) curriculum is determined by the committee to be best suited to meet the needs of the schools and students. The determination by the govenrment not to compete this proposed contract is solely within the discretion of the government. Responsible sources may submit a letter of interest, which, if timely received, shall be considered by the contracting officer. If no affirmative written request is received within five days from publication of this synopsis, a contract may be awarded to the proposed contractor without further notice.
