Description
NASA/KSC has a requirement for Alcatel vacuum parts and components for GroundSystems Portable Aft Mass Spectrometer PAMS) in support of the Space Shuttle Program. The procurement will consist of eight (8) ASM 142D Helium Mass Spectrometers to replacethe obsolete ASM 120h units that are currently installed in the PAMS. A list of spareparts will also be procured to provide the necessary supportability needed to sustain theunits once they have been installed.NASA/KSC intends to purchase the items from Alcatel Vacuum Products, Inc. The GroundSupport Equipment software package that is currently being used in Shuttle is configuredto support the Alcatel platform. Therefore, the Alcatel software protocol must be used. The Alcatel product line fits the unique nature of the software interface. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to jessica.r.paglialonga@nasa.gov not later than 4:30 p.m. local timeon Thursday, April 21, 2009. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
