Description
This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NOI9063 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-31). This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 325414, which has a small-business size standard of 500 employees. The National Institute of Allergy and Infectious Diseases (NIAID) intend to procure special studies and analysis services on a sole source basis with Southwest Foundation for Biomedical Research the only known vendor in the United States that has an owned BSL-4 laboratory. The study at the facility will include: 1) basic research to establish the immune correlates of protective immunity against hemorrhagic fever viruses and other pathogens that present special challenges to vaccine development, 2) the conception, design, and preparation vaccine candidates for Marburg and Ebola viruses, and other viruses, and 3) laboratory analysis, testing, and clinical trials of candidate vaccines. The Contractor will perform procedures which will include but not be limited to: inoculation (intravenous, intraperitoneal, subcutaneous, intradermal, intramuscular, intravaginal, intranasal, and intrarectal) with various biological agents or vaccine preparations, monitoring for signs of disease, evaluation of new therapies such as antiviral agents and immunotherapies for their effectiveness against viral infection and collection of specimens as described by protocols furnished by the Project Officer. The details of the specimen collection for electron microscopy and/or light microscopy and virus isolation shall be detailed in each protocol or by approved standard operating procedures. The Contractor will perform final detailed, comprehensive necropsies as specified by the Project Officer. Any special procedure conducted by the Contractor shall be performed in accordance with the Project Officer's specifications. When necessary, clinical and pathological specimens designated by the Project Officer will be collected and delivered intact to the Vaccine Research Center after appropriate treatment to render them safe for analysis. Furthermore, they will deliver the specimens in accordance to safe and reasonable methods requested by Project Officer or designee. The Southwest Foundation for Biomedical Research is known as one of the best medical research institutions in the world. They are able to provide the facilities, staff and expertise required to execute the challenge studies that are such a vital aspect of the lab efforts to develop effective candidate hemorrhagic fever virus vaccines for licensure and subsequent clinical use. The period of performance for this agreement will be for a continuous 6 month period from the date of award. The following factors shall be used to evaluate offers: 1) price and 2) capability to meet required specifications. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are “Destination” and Net 30. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212.5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders, Commercial Items; FAR 52.225-1, Buy American Act-Supplies; FAR 52.204-7, Central Contractor Registration; and FAR 32.703-2, Availability of Funds, FAR 52.232.33, Payment by Electronic Funds Transfer-Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201 (a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
