- NOTICE OF INTENT TO SOLE SOURCE This is a notice of intent to sole source to Kansas State University for the continued development of the Family Advocacy portion of the Resiliency Project. The contract will be awarded pursuant to FAR 6.302-1, only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination not to compete this proposed procurement based on responses received to this notice is solely within the discretion of the government. Convincing evidence of your ability to meet all of the requirements must be provided NLT than 10 days from this notice. The Family Resilience Program for Kansas National Guard Members and their Families must be implemented by April 30, 2009. The performance period shall not exceed 12 months. SERVICES TO BE PROVIDED Expand the current FSHS Military Family Research and Response Initiative providing education, research, and training programs for the Kansas National Guard. Highest priority will be given to research and programs that can directly improve the health of affected veterans and/or prevent problems associated with future deployments. The FSHS Institute for the Military Family will work collaboratively with the Kansas National Guard to provide ongoing consultation on training, research and educational programs related to family resiliency. Goal 1: Family Resilience Training Component for the KNG Front Line Leaders Course Outcome: To complete and implement the Family Resilience training for the KNG Front Line Leaders Course. Plan: This project would consist of the final development of the Family Resilience training for the KNG Front Line Leaders Course. The specific component would consist of current knowledge, practice, and application information relevant to current National Guard family resilience. Special emphasis will be given to family protective factors and family recovery factors. KNG leaders will be provided with practical information to help inform their efforts to assist soldiers and their families in achieving resilience. Trainings will be provided twice in Kansas. Program Length: 45-60 minute program Timeline: Deliverable of training: Date of Award -September 2009 Goal 2: Research with National Guard Families Oversight and Coordination Outcome: To provide oversight and coordination of the current surveys and research being conducted with Kansas National Guard soldiers and families. To develop a comprehensive research program focused on resiliency among National Guard families. Plan: The University will serve in an oversight and consultation capacity in reviewing current research conducted with the Kansas National Guard. They will also initiate a cohort study involving structured interviews with selected “resilient” couples and families to understand the factors they believe contribute to their healthy family functioning during the deployment process. The goal is to understand the challenges families have faced; the personal, couple, familial, and community resources they have accessed; the strategies they have used to make their relationship work during separation and reintegration; how they have negotiated parenting and co-parenting; and the advice they would give to other National Guard families. Timeline: Development of research instruments and interview questions: Date of award - September 2009. Goal 3: Develop a statewide network of Primary care/medical care providers and behavioral health care providers trained in meeting the special needs of National Guard soldiers and their family members. Outcome: To identify a network of Primary care/medical care providers and behavioral health care providers across the state of Kansas providing assessment and treatment of National Guard soldiers and their families. Plan: This project would consist of identifying a geographically diverse network of primary /medical care and behavioral health providers in the state of Kansas who will receive special training in recognizing and meeting the needs of Guard members and their families. Network participants may be recruited by identifying a coordinating person at each of the 26 Community Mental Health Centers (CMHC) in Kansas or other health professional networks to coordinate the development of a “team” of health providers for each of the catchment areas in Kansas. This project would also involve participation in discussions around education and workshop development. Timeline: Deliverables: Network recruitment, Date of Award-September, 2009. REPORTING REQUIREMENTS The Contractor shall comply with stated reporting requirements In no event shall the Contactor, or any subcontractors, disclose any information that identifies an employee, spouse, or dependent to any person or organization. This includes any employee, or representative of the State of Kansas. However, the Contractor’s personnel may discuss treatment needs with the physician of the employee, spouse, or dependent, if, an only if, the employee consents in writing to this communication. Additionally, the Contractors personnel may discuss work-related issues with the supervisor of the employee, if, and only if, the employee consents in writing to this communication. MONITORING OF PERFORMANCE The Contractors performance under any resulting contract shall be monitored by the Adjutant General of Kansas. Contractor shall provide progress reports, to include course materials as they are being developed and summary of activities and resources in use.
