- This is a combined synopsis/solicitation, 100% small business set aside, for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-30. This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis, NAICS code 423450, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required equipment. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. This solicitation is issued as a Request for Quote (RFQ) The Food and Drug Administration (FDA) intends to award a firm fixed price purchase order for a Multidetection Microplate Reader. The specifications are as follows: 0001: Multidetection Microplate Reader 0002: Flourescence Polarization Option 0003: Shipping Costs Kinetic fluorescent and absorbance microplate reader, capable of measuring fluorescent polarization. In particular, a reader has to be able to measure a) fluorescence ex 380nm, em 430nm +/-20 nm reading b) absorbance at 490nm reading c) alternating fluorescence and absorbance readings for 1 hour d) speed: 96 well plate every 20-30 sec (i.e. 10-15sec per each fluorescence/absorbance run) e) capability to measure any part of 96 well plate f) 37C temperature control g) shaking capability h) export of data into Excel data format i) fluorescent polarization reading Automated Dichroic based microplate reader for measurement of Absorbance, Fluorescence Intensity, Time Resolved Fluorescence, Dual Emission Fluorescence, Fluorescence Resonance Energy Transfer, Z-Axis Focusing (Z-Height Optimization), Homogenous Time-Resolved Fluorescence (optional), Fluorescence Polarization. Includes ability to measure in wavelength range 230-900 nm for Fluorescence and 230-1000 nm for Absorbance. Offers heated incubation to 42ºC and shaking. Accommodates plate formats from 6 to 384 wells in all detection modes. Includes one 6 position bar-coded excitation slide and one 6 position bar-coded emission slide, standard filters (EX: 340(35) nm, 485(20) nm, 535(25), 612(10) nm, ABS: 492(10), EM: 535(25) nm, 590(20), 612(10) nm, 670(25) nm. Includes i-Control software for selecting measurement parameters and viewing data, and a software utility for creating/customizing plate definitions and control via MS Excel interface. Fluorescence Filters 380nm, 430nm, 465nm, Absorbance Filter 410nm, and Empty Excitation/Absorbance Filter Slide. Period of Performance: 30 days ARO. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov.
