Description
SYNOPSIS: DRMS is exploring a variety of alternatives for the disposal of DoD hazardous waste items currently located in Iraq. As one possible alternative, this announcement is for the purposes of identifying sources capable of conducting removal, export, and disposal of an estimated 20 million pounds of hazardous waste generated by the DoD in Iraq. Using this scenario, DRMS envisions a contractor physically removing hazardous waste from U.S. military installations within Iraq for transport to disposal facilities outside of the Iraq. Should this alternative be realized, the end result anticipated would be a five-year, firm-fixed priced contract with a guaranteed minimum. DRMS projects a very large initial shipment of an estimated 600 military 20-foot sea van containers for removal, export, and disposal, followed by an estimated 25 to 50 sea van containers annually thereafter. All such waste would be containerized and shipped by the contractor according to ADR and IMDG standards and all other applicable codes, laws, treaties, and so forth. The contractor would be responsible for coordination and obtaining all necessary clearances and permits including Basel. Required services would include, but not be limited to, the following: •Verifying shipments against stated inventories •Repackaging of waste •Completing waste profiles and required manifests and/or other shipping documentation •Arranging for interim storage of the waste, as necessary •Coordinating for permits and necessary export documentation including Basel •Transporting the waste from U.S. military installations to interim storage and/or final disposal facilities •Disposing of the waste at qualified Treatment, Storage and Disposal Facilities (TSDFs) Forms of waste include but are not limited to: •A variety of used and unused batteries (including lithium) •Solvents •Decontaminate agents and kits •Solid waste containing heavy metals •Mercury and mercury containing items •Pesticides/herbicides/fungicides/insecticides •Waste oil and fuel •Grease •PoL contaminated solids •Filters •Aerosol cans and other compressed gas cylinders •Asbestos items •Fire extinguishing residue •Uncontrolled medicine •Ethylene Glycol •Spill residue •Empty containers that previously held hazardous contents The purpose of this request for information is twofold: 1) to identify the feasibility of such a contract, given the potential concerns and difficulties expected to be encountered by contractors when performing such a project in Iraq; and 2) to identify the capability and interest of any firms with regard to such a project for inclusion on a potential source list in the event a solicitation is pursued in the future. This Request for Information is issued solely for information and planning purposes only. It does not constitute a solicitation (Request for Proposal (RFP) or Request for Quotations (RFQ)) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals and will not accept unsolicited proposals. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The Government will not pay for any information or administrative costs incurred in a response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. All information received in response to this RFI that is marked proprietary will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. Responses are requested in electronic format, either in Microsoft Word or Abode Acrobat format. All information submitted will be reviewed; however, DRMS may not respond to any submissions. Information must be submitted not later than 16:30 local time on 17 April 2009, and e-mailed to the attention of Jon Machacek, Contracting Officer, at jon.machacek@dla.mil. Telephone calls will not be accepted.
