- Description
- The intention of this requirement is to obtain contracted for Facility Operation and Support Services (FOSS) for the Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA)/Center for Domestic Preparedness (CDP) located in Anniston, (Calhoun County) Alabama. The CDP is a training facility that specializes in preparing state and local emergency responders for terrorist’s attacks using weapons of mass destruction by providing advanced, hands on training. This national training program was developed for firefighters, law enforcement personnel, emergency medical technicians, E-911 operators, and other emergency response personnel, their trainers and supervisors. Training courses provided by the CDP provide specific knowledge and expertise for deterrence, prevention and response to Weapons of Mass Destruction (WMD) incidents. During FY-07 the CDP trained a total of 65,832 students consisting of 11,947 resident students, 37,847 non-resident, and 16,038 indirect students. During, FY-08 the CDP trained a total of 114,450 students consisting of 14,171 resident students, 60,625 non-resident students, and 39,744 indirect students. DHS/FEMA/CDP has a requirement for contracted Facilities Operations and Support Services (FOSS). Contractor support is needed to provide grounds maintenance, house-keeping, custodial services, scheduled and un-scheduled maintenance, facility repairs, and lodging support services. This contract support is needed in place by May 1, 2009. The period of performance of the anticipated contract will be 5 years inclusive of all option periods. This effort encompasses all activities required to occupy, operate, and maintain the CDP facilities. The CDP currently occupies the following buildings and major areas of the former Fort McClellan, located in Anniston, (Calhoun County) Alabama: Responder Main Complex/Multi-Level Administrative Building (61 Responder Drive), Training Complex (500 Area), Responder Lodging Complex (900 Area), Noble Training Facility (NTF), Maintenance Building (Building 40) and the Chemical, Ordnance, Biological and Radiological Training Facility (COBRATF). The (COBRATF) which is operated under a separate contract will NOT fall under the anticipated contract. Contracted Facility Operations and Support Services have been provided for all of the above listed facilities continuously since DHS assumed management of the CDP in 2003. Similar contract support was previously obtained by Department of Justice (DOJ). The successful offeror must be able to furnish the necessary management, supervision, personnel, materials, supplies, and equipment to provide facility operations and support services (FOSS) to meet the requirements set forth in the Performance Work Statement (PWS) that will be a part of the forthcoming Request for Proposals (RFP). The PWS will provide descriptions of the tasks in the context of desired outputs, offerors will be responsible for determining the most appropriate means of attaining the outcomes.
