Description

The National Oceanic & Atmospheric Administration's (NOAA) Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.5, with Coherent, Inc., for the purchase of two (2) VERDI V10 Water Riser Chiller: RoHS Compliant Lasers. Sole Source determination is based on the National Institute of Standards and Technology's (NIST) requirements which can only be met by Coherent, Inc.'s lasers for the following specific power, low noise, and stability requirements: A) Power: > 10W, B) Wavelength: 532nm, C) Noise: <0.03% rms from 10Hz to 1GHz. This low-noise performance is required for us to pursue our research goals, D) Linewidth: <5MHz, single longitudinal mode. The laser must deliver non-mode-hop, single-longitudinal-mode output; ie, linewidth must be under 5MHz. Note: systems based on a multi-axial design (MAD or QMAD) are not acceptable because of the mode-beating noise inherent in this design, E) Power Stability: +1% over 2 hours after a 15 minute warmup, F) Beam Pointing Stability: < 5 µrad/°C, G) Single Frequency. Delivery 45 days after receipt of order. This notice of intent is not a request for competitive proposals; however, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
