Description
Procurement action being conducted under FAR 6.302-1 with the authority of 41 U.S.C. 253 (c), as only one responsible source and no other supplies or services will satisfy the requirement; therefore proposals cannot be submitted directly on this notice. The U.S. Coast Guard intends to award a follow-on sole source contract for Architect-Engineering Services consisting of Construction Contract Support Services and Field Support Services to the firm URS Corps. during the construction project of the ISC Kodiak Water Treatment Plant Filter Replacement. URS Corps. provided the complete design for the construction project under a contract for design services for ISC Kodiak Water Treatment Plant Filter Replacement. URS Corps. is considered the Designer of Record for this structure. They have knowledge of existing conditions which would result in duplication of costs to the Government that would not be recovered through soliciting competitive proposals for this work. This contract will require responses from the designer of record regarding questions from the construction contractor pertaining to the specifications and/or drawings prepared by URS Corps. during the construction of the building. Site visits may also be required during construction. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms who want to challenge the sole-source must submit an interest letter (SF330) that demonstrates the firm’s ability to provide an equivalent service as described above. Interested parties must provide rationale, including pricing, as to why they should be considered. All interested firms must respond no later than 15 days from the date of publication of this notice to Kristina Meabon at Kristina.M.Meabon@uscg.mil. A determination by the Government not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. USCG FD&CC-PAC will not reimburse for any costs connected with providing the capability information.
