- The FAA is seeking firms capable to perform the following energy conservation light measures at the Indianapolis Air Route Traffic Control Center, Indianapolis, Indiana. Work consists of but is not limited to the following:ENERGY CONSERVATION MEASURE #1Existing: Sixty-six (66) 30-watt incandescently lighted light fixtures with bulbs at the ARTCC, plus several desk lamps that burn most of the time (estimated 5000 hrs).Task: Replace the bulbs in these fixtures with decorative "screw-in" fluorescents to dramatically reduce energy usage while providing better lighting and reducing bulb replacement frequency. New bulbs shall be at least 1/4th the wattage of the incandescent bulb being removed and at least 84 CRI (Color-Rendering Index).ENERGY CONSERVATION MEASURE #2Existing: There are approximately twenty-eight (28) switches in fluorescently lighted private offices, conference rooms and other areas with a total of fifty-four (54) x 2 tube "T8" /Electronic light fixtures and single manual switches controlling them.Task: Replace the existing manual light switches with infrared wall switch type occupancy sensors in these offices.ENERGY CONSERVATION MEASURE #3Existing: There are approximately thirty-three (33) incandescent and fluorescent wall and pendant-mounted exit signs. Task: Replace the existing incandescent and fluorescent exit signs with LED Signs. Note: Brush-metal exit signs shall not be replaced. ENERGY CONSERVATION MEASURE #4 (All fixtures 277 Volt unless noted)Existing: There are approximately 578 "T12" technology fluorescent fixtures of all types (recessed, surface, suspended, etc.) at the ARTCC that use inefficient technology and provide substandard lighting and require special tubes.Task: Replace the fixtures identified in the following Table No. 4 with "T8"/electronically ballasted+ ("Low Watt" where adequately lighted, now) technology. New fixtures shall be equivalent to existing fixtures and shall provide high efficiency lumen output equal to or greater than the rated lumens of the existing fixture's lamps. Offer range is between $100,000 and $250,000 with a performance time of approximately 30 calendar days. Construction start is anticipated for June/July 2009. Interested firms should fill out and return the pre-qualification Screening Information Request (SIR) Application No. DTFAGL-09-R-00176. Upon completion of evaluation process, only those firms determined to be qualified will be sent a Request for Offer (RFO). The RFO is anticipated to be available by May 2009. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
