RE: Mountain Breeze Highwall IIJenkins, Letcher Co., KYCOR: Dan Pollock (ph) 412-937-2150 (c) 412-559-0635CO: Twanda Dennis (ph) 412-937-2846 (c) 412-302-9255 The contract resulting from this Invitation for Bid (IFB) is for the abatement of the Mountain Breeze Highwall II,. The work performed under this contract will consist of: mobilization and demobilization of the contractor's men, equipment and materials; site preparation, rock excavation to stabilize an abandoned mine highwall, site regrading, revegetation of disturbed areas, repair to asphalt and sidewalk area. Direction-to-the-site: Take 119 South to the Exit for Jenkins. Route 805. Turn left at the end of the exit and travel 3.1 miles on 805. You will go past a Burdine Elementary School. About 0.2 miles past that turn left onto Burdine Road. Stay to the right the road turns into Mountain Breeze Road as you go up hill. First apartment complex will be on your right. Turn into complex. Will meet in parking lot The emergency nature and complexity of the work needing done at this project site does not allow for the normal announcement period and mailings of solicitations. A per established call list of Contractor for work in Eastern Kentucky have been notified of the date and time and location of the prebid conference. Complete solicitation packages (IFB and attachments) will be distributed to all prospective bidders in attendance at the Mandatory prebid meeting on April 15, 2009 @ 1:00 p.m. Mandatory bid opening to follow (time to be announced - (TBA). In addition prospective bidders can obtain the solicitation package elecgronically from FedConnect or FedBizOpps. The solicitation package has been posted to FedConnect which is linked to FedBizOpps. Estimated price range under $25,000 Attendance at the Pre-Bid Conference is MANDATORY. Bidders must be present at the start of the Pre-Bid Conference as announced by the Contracting Officer and be present for the bid opening. Bids determined to be materially unbalanced may be rejected. Unit prices are for payment purposes only. Extended prices shall prevail in the evaluation of bids. Bids will be opened on-site. An original hard copy of the completed and signed IFB and AML contractor information will be due. Contractors doing business with the Government are required to have a DUNs number, register in the Central Contractor Registration at www.ccr.gov data base and complete an online representations and certifications at www.orca.bpn.gov. Awards will not be made to a contractor who has not satisfied these requirements. SPECIAL NOTICE!!!!!!!All Office of Surface Mining (OSM) Contractors and Sub-Contractors who receive 10% or more of the contract funding are required under 30 CFR 874.16 to obtain an Applicant/Violator System (AVS) data evaluation to determine eligibility for award of contracts under the Abandoned Mine Lands (AML) Program. The Office of Surface Mining Reclamation and Enforcements (OSM) automated Applicant/Violator System must confirm Contractor eligibility. Completion of the AML Contractor Information Form (OMB 1029-0119) is necessary to obtain an AVS data evaluation. This form can be printed from the OSM web site http://www.osmre.gov and selecting forms under the Reference Center and then selecting OMB 1029-0119 under AML Reclamation Contractors. Forms can also be obtained by calling the AVS Office at 1-800-643-9748. All bidders shall complete the AML Contractor Information Form and submit it with your bid under this solicitation. Attach your AVS printout (See Part C on the Form) if appropriate. The award of any contract under this solicitation cannot be made until the OSM AVS office has processed the form. As stated above, all Sub-Contractors who receive or are expected to receive 10% or more of the total contract funding (including all modifications) are required to obtain the AVS data evaluation. The evaluation should be obtained prior to the Sub-Contractor performing work equal to or greater than 10% of the contract cost. If the proposed Sub-Contractor is determined not eligible under the AVS evaluation, they shall be replaced by another Sub-Contractor at no additional cost to the Government.
