Addendum Statement of Work FedBizOpps Announcement Commercial Item Acquisition - Competitive EXPERT SERVICES for Bibliographic Assistance for Cataloging of Germanic and Romance Language Monographs and Multi-Part Items General Information Document Type: Combined Synopsis/Solicitation Solicitation Number: RFQ-NLM-09-081-SV Posted Date: April 7, 2009 Response Date: April 24, 2009 Classification Code: R - Professional, Administrative and Management Support NAICS Code: 519120 - Libraries and Archives Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Library of Medicine, 8600 Rockville Pike, Bethesda, MD, 20894 Description This is a combined synopsis/solicitation for commercial services prepared in accordance with the format under Simplified Acquisition Procedures at Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and FAR Subpart 13.5, Test Program for Certain Commercial Items; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotations (RFQ) NLM-09-081-SV. This solicitation document incorporates provisions and clauses that are in effect in the April 2009 Federal Acquisition Regulation (FAR) Revision, including all FAR Circulars issued as of the date of this synopsis. This acquisition IS a 100% small business set-aside and the North American Industry Classification System (NAICS) code is 519120, Libraries and Archives Services. The National Library of Medicine annually acquires over 2700 monographs in the foreign languages earmarked for this project, and it has an arrearage of over 1200 titles in these languages which the Cataloging Section is mandated to eliminate during the next fiscal year. NLM requires assistance in cataloging these monographs since it does not have the necessary resources or the language expertise to catalog them. Contracted cataloging assistance has been an essential activity for the last several years during which the Cataloging Section contracted for the cataloging of foreign language materials in order to meet its mandate of providing bibliographic control and for announcing the Library's acquisitions to the biomedical library community. The vendor shall perform the following activities: It is the intent of the National Library of Medicine to negotiate with a library services vendor to provide professional services for cataloging 600-1200 Germanic and Romance Language materials. These materials will be a mix of French, German, Italian, and Dutch titles and require both copy and original cataloging. It is expected that approximately 20% of the titles will have copy and 80% will require original cataloging. It is also expected that between 1 and 10 items will be returned un-cataloged. The services will include: 1) applying the Anglo-American Cataloguing Rules, 2nd Edition, 2002 revision (AACR2) and the Library of Congress Rule Interpretations (LCRIs) for descriptive cataloging and verification and creation of name/series access points in the NLM online authority file; 2) assigning NLM Medical Subject Headings (MeSH) descriptors; and 3) assigning class numbers to each monograph using the NLM Classification or the Library of Congress classification schemes. The task also entails completing the cataloging using NLM's integrated library system, Voyager, including adding and/or editing all NLM local fields following NLM procedures. The purchase order period of performance will be for a 12-month Base Period of approximately June 1, 2009 through May 31, 2010, with two successive 12-month Option Periods, on a Time-and-Materials basis [FAR 16.601]; at a not to exceed level of 1,920 labor hours per 12-month period. The following clauses and provisions cited herein are incorporated by reference into this solicitation and may be obtained from the web site http://rcb.cancer.gov/rcb-internet/SAP/sap.htm: FAR 52.212-1, Instructions to Offerors - Commercial (June 2008), and FAR 52.212-4, Contract Terms and Conditions - Commercial Items (October 2008). The attached Addendum to Terms and Conditions of Purchase Order also applies to this solicitation. FAR 52.212-2, Evaluation - Commercial Items (January 1999), also applies with the following four evaluation criteria to be included in paragraph (a) of the provision: (1) Resumes showing that key personnel have advanced language skills (native ability or at least four years education at the college level) and reading comprehension in various Germanic and Romance languages (specifically Dutch, French, German, and Italian). MLS or comparable experience and experience in performing original cataloging, applying American Cataloguing Rules, Second Edition, rev. 1998 (AACR2R), and Library of Congress Rule Interpretations (LCRIs), preparing authority records using the same rules and rule interpretations, assigning subject headings and classification numbers. Offerors with experience using NLM MeSH and NLM classification are highly desirable. (2) Offerors are required to submit a proposal outlining their understanding of the technical approach to the statement of work, including tasks to be performed and methods that would be employed to ensure the desired level of quality control. (3) Offerors are required to demonstrate its record for conforming to specifications of AACR2 level cataloging and adherence to delivery schedules, including those for administrative reporting. Offerors should illustrate its reputation for reasonable and cooperative behavior and commitment to customer satisfaction. References, with names of persons with knowledge of offeror's past performance and their current telephone number, should be provided in support of the offeror's past performance. (4) Evidence of related corporate experience of similar complexity and difficultly should be provided. Evidence should be provided to support the needed staffing levels for this project. An award will be made to the offeror who represents the best value to the Government whereby each of the four evaluation criteria is given equal value and, when combined, are more important than price. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (February 2009), with their offers. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (February 2009), and the attached Statement of Work (SOW) apply to this acquisition, as well as the following clauses cited therein: FAR 52.219-6, Notice of Total Small Business Set-Aside (June 2003), and FAR 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration (October 2003). Sources having the ability to provide the professional services described above and in the attached SOW and Addendum to Terms and Conditions of Purchase Order shall submit clear and comprehensive information supporting their experience, past performance and pricing.
