- Schedule of Supplies The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a Purchase Order to Applera, LLC ( Formerly Known as Applied Biosystems, LLC) 850 Lincoln Center Drive, Foster City, California USA 94404-1128. A CDC Purchase Order will be issued to acquire reagents and other supplies to ensure the proper functioning of U.S. Government owned equipment. The U.S. Government owned equipment is further defined as the Applied Biosystems (ABI) 3130x1 genetic sequencers currently operated by the CDC, NCZVED Division of Vector-Borne Infections located in Fort Collins, Colorado. For a complete line item listing of supplies that will be procured from Applera LLC see the attached schedule. These commercial products are being procured using simplified acquisition procedures in accordance with FAR Part 13, to exclude FAR Subpart 13.5. The authority for this sole-source acquisition is FAR Subpart 13.106-1(b). Justification for other than full and open competition is considered due to the continued need to utilize the manufacturer's recommended expendable supplies to ensure the proper calibration and functioning of the referenced U.S. Government owned equipment. It is believed that a failure to utilize the manufacturer's recommended buffers, capillary arrays and various other expendable supplies will result in altered results generated by the genetic sequencers, which will ultimately hinder or halt the progress of on-going research / studies currently being conducted by the CDC. It is further believed that Applera (ABI) will not honor existing and current warranties for repair and replacement of damaged components if the recommended supplies, reagents and sequence buffers are not utilized to maintain the genetic sequencers during routine operations. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the Applera supplies, as listed in the attached schedule, are encouraged to identify themselves and give written notification to the Contracting Officer on or before 3:00PM / 1500 (Eastern Standard Time), April 16, 2009. Determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the U.S. Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
