- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The combined Synopsis/Request for Quotation (RFQ) number is 21-09-399QCS026 using Simplified Acquisition Procedures under FAR Part 13. The associated North American Industrial Code System (NAICS) code is 611512 Quotes given shall include all related shipping and handling charges conducive in shipping to U.S. Coast Guard Academy, 15 Mohegan Avenue, New London, CT 06320. ITEM 001: FLIGHT SCHOOL TRAINING (10 Coast Guard Academy graduates with no previous flight experience, including individual Jep Kits & flight physicals) - (1 Job) The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offerors Commercial item (Jan 2005). Only one (1) award will be made as a result of this combined synopsis/solicitation. The following clauses and provisions are incorporated by reference IAW FAR 52.252-2 Clauses Incorporated by Reference (Feb 1998) and remain in full force in any resultant purchase order. FAR 52.212-1, Instruction to Offerors Commercial Items (Jan 2005), applies to this acquisition. The clause at FAR 52.212-4 Contract Terms and Conditions Commercial Items (Oct 2003), is incorporated into this RFQ and is an addendum to add the following clause: FAR 52.204-7 Central Contractor Registration (Oct 2003). STATEMENT OF WORK Summer Ensign Aviation Program Background: The Coast Guard Academy requires the training of ten (10) Coast Guard Academy graduates to attain their recreational pilot license. General: All students have no previous flight experience. Ten (10) total Academy Graduates to receive training as prescribed in line item 001of this contract. Performance Period: 08 June 2009 until 13 September 2009, specific dates will be negotiated at time of award. Certification: FAA Certificated Part 141 Flight School Equipment: Contract is responsible for providing all flight equipment related to this contract, including ten (10) copies of the Aircraft Pilot Operating Handbook for the type of aircraft to be used for training. Place of Performance: Flight training to be conducted at one of the following locations: 1) Groton, CT 2) Hartford, CT 3) New Haven, CT 4) Providence, RI Schedule: Contractor will train students in three (3) groups as follows: Group 1 (4) students: Jun 8th – Jul 12th Group 2 (3) students: Jul 13th – Aug 16th Group 3 (3) students : Aug 17th – Sept 13th Pursuant to FAR 52.212-2, Evaluation – Commercial Items (Jan 1999) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Past Performance 2) Cost Proposals: Contractors are asked to include the following information with their proposals: 1) Summary of performance with federal agencies in the past 24 months, include contract number, purchase order number and agency phone number(s). If no past performance with federal agencies in past 24 months, include 3 professional business references. 2) Copy of proposed curriculum. 3) Aircraft specifications for proposed aircraft. 4) Detailed quote on a per student basis for services rendered. 5) Estimated duration in weeks to complete training 6) Copy of insurance and FAA certification documentation. 7) Cost breakdown per student for proposed training.
