- Description
- The Space and Naval Warfare Systems Command (SPAWARSYSCOM), on behalf of theJoint Program Executive Office (JPEO) for Joint Tactical Radio System (JTRS)Network Enterprise Domain (NED), intends to negotiate a sole source contractwith Raytheon Company, Network Centric Systems, Integrated CommunicationsSystems, Fullerton, CA under the authority of 10 U.S.C 2304(c)(1) and FAR6.302-1. This requirement will provide technical support, software,maintenance/upgrades, and enhancements to the baseline JTRS Enhanced PositionLocation Reporting System (EPLRS) waveform software. The prospective contractwill have one (1) base ordering period and four (4) one-year option orderingperiods. The contract award is anticipated to be in late calendar year 2009.Raytheon developed the JTRS EPLRS waveform under contract DAAB07-02-C-C403. Asthe original developer and sole maintainer of the EPLRS waveform source code,Raytheon is the only company technically capable in performing all of theefforts covered by this synopsis. The North American Industry ClassificationSystem (NAICS) code for this requirement is 541511. The size standard is$23M. Interested persons may identify theirinterest and capability to respond to the requirement or submit proposals.This notice of intent is not a request for competitive proposals. However, allproposals received within forty-five days after date of publication of thissynopsis will be considered by the Government. A determination of theGovernment not to compete with the proposed contract based upon responses tothis notice is solely within the discretion of the Government. Informationreceived will normally be considered solely for the purposes of determiningwhether to conduct a competitive procurement.
