- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. The Government will procure 650 cells (575 C-cells and 75 B-cells) with commercial trays as replacements for the Submarine Valve Regulated Lead Acid battery sets from Exide Technologies who holds the current contract N00164-09-C-GS38 for these cells. Out of the 575 C-cells, 48 C-cells will be used for a design of experiment. This will be a firm-fixed price contract modification. Shipment shall be FOB origin at or near the Contractor's facility in Ft. Smith, Arkansas, and shipment to Government facility will be via instructions at time of shipment, and will be at Government expense. A preliminary inspection/acceptance by DCMA shall be at origin, with final acceptance to be at destination by the Government. This procurement is not for a commercial item and FAR Part 12 procedures will not be used. The applicable NAICS Classification is 335911. The modification is expected to be issued on or about 22 APR 09. The Navy intends to negotiate this contract modification on a ! sole-source basis with Exide Technologies of Aurora, IL, based on FAR 6.302-1, where only one responsible source and no other supplies or services will satisfy agency requirement. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible parties may submit an offer.
