Description
PRE SOLICITATION NOTICE: The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Hearing Loss Prevention Branch, Pittsburgh, PA has a requirement for development and testing of a revised Hearing Loss Simulator software application. This requirement is solicited as a small business set-aside. The CDC intends to award a single Firm-Fixed-Price Purchase Order in accordance with FAR Part 13. The period of performance is one year after the date of award. The contractor will develop and deliver an updated version of the NIOSH Hearing Loss Simulator (HLSim) software. The software will be fully tested as specified below, and will include full documentation and source code. The updated version will meet the following criteria: 1. It must install and run under Microsoft Windows XP, Microsoft Windows Vista, and the latest beta or release version of Microsoft Windows 7. 2. It must include all of the functionality of the currently released version (2.2.26) of HLSim, except for the "Compensate for Loss" function. Any other changes must be approved by NIOSH. 3. It must be developed using Microsoft Visual Studio and other standard Microsoft development tools where possible. Specialized audio support libraries are permitted, but only if they are royalty-free. 4. It must comply with all applicable CDC security and accessibility requirements 5. It must be embedded in a self-installing executable file that can be downloaded from the web or distributed on a CD. The installation routine must follow Microsoft guidelines for 6. It must contain a help function that explains every HLSim function and provides demonstration scenarios 7. The simulated age range should be increased from 70 years to the maximum supported by the estimation standard. 8. Add the capability to use MP3 files for all sound sources. A. Attend a kick-off meeting with NIOSH and review program requirements. The Contractor shall attend a kick-off meeting at NIOSH in Pittsburgh, PA or via teleconference to discuss this project and review the current version of the software, estimation standards, and CDC software requirements. B. Prepare a development and testing plan The contractor shall prepare software development and testing plan. NIOSH shall review the draft plan and submit questions and recommendations to the contractor. The contractor shall incorporate any changes to the development and testing plan and submit to NIOSH for final approval C. Develop test versions of software The contractor will develop preliminary versions of the software and submit them to NIOSH for iterative reviews up to a version suitable for beta test. NIOSH will review the test versions and will respond with required revisions. The contractor will submit completed versions to NIOSH for approval. D. Perform usability testing The contractor will perform usability testing with a representative sample of non-expert users to verify that the software can be used without additional training or documentation. E. Perform beta testing The contractor will perform beta testing to validate that the software is stable, accurate, and operates without error in the full range of intended host systems. F. Final revisions and delivery The contractor shall incorporate revisions indicated by the testing and review program into the final version for delivery to NIOSH for approval. NIOSH will review the submissions and request any additional changes prior to approval. The complete solicitation document, and reference material, if applicable, will be available for downloading at www.fedbizopps.gov on or about April 22, 2009 and quotes will be due on or about May 6, 2009. No verbal or written requests for copies will be accepted.
