- This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) issued by the U.S. Coast Guard (USCG) Maintenance and Logistics Command Atlantic (MLCLANT), Norfolk, VA to identify potential 8(A), HUBZONE, SERVICE-DISABLED VETERAN-OWNED, AND/OR, OTHER SMALL BUSINESS FIRMS capable of providing REFUSE and RECYCLING COLLECTION AND DISPOSAL SERVICES to be performed at the USCG SECTOR SAN JUAN, PUERTO RICO for a BASE plus FOUR OPTION YEARS of 12 months each, not to exceed 60 months, if exercised by the Government, beginning 01 OCTOBER 2009. A solicitation will be issued soon and will be synopsized on the Government-Wide Point of Entry (GPE), which may be accessed via the Internet at http://www.fedbizopps.gov. When issued, the solicitation will appear on the FEDBIZOPPS Web site. It is the potential offeror's responsibility to monitor this avenue for release of any future solicitation or synopsis. The contractor shall furnish all labor, material, equipment, supplies, transportation, supervision and management necessary to provide Refuse and Recycling Collection and Disposal Services at the U.S. Coast Guard SECTOR San Juan, Puerto Rico, to include Rio Bayamon Housing, Bayamon, Puerto Rico. ESTIMATED SIZE AND NUMBER OF CONTAINERS SERVICED FOR REFUSE: 1 each/30-cy trash compactor; 2 each/40-cy open top container; 1 each/6-cy open top container, 2 each/4-cy open top container; 233 each/32-gal plastic w/cover; and, 11 each/45-gal plastic w/cover. ESTIMATED SIZE AND NUMBER OF CONTAINERS SERVICED FOR RECYCLING: 2 each/30-cy recycling three compartments containers. CONTRATOR FURNISHED CONTAINERS - The contractor shall furnish the 2 each/4-cy and 40-cy Refuse Containers and the 30-cy Recycling Containers for use by the Coast Guard during the duration of the contract. The contractor shall provide one/25-cy Roll-Off Trash Compactor for Refuse. The contractor shall provide a 20-cy container for Scrap Metal collection upon request. All required licenses/certifications required for Puerto Rico must be identified with the response to the Sources Sought, along with any other required information (i.e., dumping, landfill). The applicable North American Industry Classification Standard (NAICS) Code is 562111 (Solid Waste Collection) with a Small Business Size Standard of $12.5 million. For the calculation of annual receipts and number of employees see parts 121.104 and 121.106 in the SBA Small Business Size Regulations, http://www.sba.gov/regulations/121/. Any interested firm capable of providing these services is requested to respond to the Contract Specialist, Maria L. Negron, via e-mail at Maria.L.Negron@uscg.mil or via facsimile at 757-628-4135, no later than 17 APRIL 2009 with the following documentation: applicable small business certification such as HUBZone/8(a) certification; past performance information; and, capability statement. Past performance information shall include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). Offeror shall furnish this information for at least three (3) contracts, ongoing or completed within the last three years, for like or similar services, held with the U.S. Coast Guard, other Government agencies or private industry. Like or similar contracts are defined as Refuse and Recycling Collection and Disposal Services. Reference the following number: SS-AA7294. Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33. CCR can be obtained by accessing the Internet at http://www.ccr.gov/ or by calling 1-888-227-2423. This notice is for market research purposes only and does not constitute a Request for Quote or Request for Proposal; and, it is not considered to be a commitment by the Government nor will the Government pay for information solicited: no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate for this procurement.
