- This is a market survey to locate potential sources of supply for a Theodolite, Surveying Instrument to replace the Wild Herrugg T-2 and T-16 models no longer in production. The Performance Requirements are as follows; 1. The theodolite shall be an auto-reading, digital direction-type, capable of 5-second accuracy, and capable of displaying readings in seconds and mils. 2. The theodolite must include the telescope, horizontal and vertical circles, circle reading systems, leveling device, integral illumination system, and tri-brach. The theodolite shall be furnished with the following accessories: a Theodolite carrying case and a rain cover. 3. The theodolite telescope shall have a 30-power lens, display an erect image, have a 2-second arc or lower (for minimal lighting), short minimal focus distance (2.3 feet), stadia multiplier constant of 100, a back-lit Liquid Crystal Display (LCD) optical plummet with a 3 power, 5 degree and 1.6 feet focus range, and built-in reticle illumination to improve visibility in a dim situation. 4. Horizontal index: The horizontal index shall be controlled by a self-indexing device. 5. Vertical circle index: The vertical indexing shall be controlled by a self-indexing device. When the vertical circle in the direct position reads 90 degrees, or 1600 mils, the telescope shall be horizontal. 6. Control/display panel: The panel shall contain all function keys and an alpha-numeric display unit. All keys shall be clearly identified as to the function. Receptacles shall be labeled according to their function. The display panel shall be able to display required 5-second accuracies. 7. Levels: The instrument shall be equipped with a leveling capability, which allows the instrument to be setup and operated at the required 5-second accuracies. 8. Power: The instrument shall have a battery life indicator, use standard AA alkaline batteries as its primary power source, run for a minimum of 48 hours of continuous use (at 68 F / 20 C), and contain built-in protection against reverse polarity from the power source, including a battery compartment that precludes improper battery insertion. 9. Carrying case: A carrying case to protect the theodolite from damage shall be provided. The case shall contain a desiccant adequate to the size of the container and provide for storage of ancillary items and weigh no more than 9 lbs. 10. Tribrach: The tribrach shall consist of the leveling screws, leveling bubble, base plate, and a device for locking the alidade assembly. 11. Theodolite cover: A lightweight, flexible and waterproof cover shall be furnished to protect the theodolite from rain and dust. 12. Weight: The instrument (without carrying case) shall not weigh more than 10 lbs. 13. Operating temperature range: The instrument shall operate in the ambient temperature of -20 C to 50 C. 14. Humidity: The instrument shall operate as specified herein and shall not be damaged when subjected to relative humidity of at least 95 percent at air temperatures from -20 C to 50 C. 15. The instrument shall be of all-weather construction, light-weight, rugged and reliable, having an International Protection (IP) Rating of IP-56. IP-56 rating is defined as enclosures constructed for either indoor or outdoor use to provide a degree of protection to personnel against incidental contact with the enclosed equipment; to provide a degree of protection against falling dirt, rain, sleet, snow, windblown dust, splashing water, and hose-directed water; and that will be undamaged by the external formation of ice on the enclosure. 5 = Protected against dust - Limited to ingress (no harmful deposit). 6 = Protected against strong jets of water from all directions - Limited to ingress permitted. 16. Market acceptability: The instrument offered shall be of the latest model of the standard product of the supplier. The government intends to purchase this item using a Firm Fixed Price contract. The contractor shall start deliveries 30 days after the order is placed. The contractor shall submit their part number, NSN, or nomenclature and the date of the last manufacturing effort of the same or similar items for which they have production experience. Government contract numbers, if applicable, shall be provided. "The contractor shall cite the quality standard (either Government or Industry) that shall be in place for this effort. "The contractor must provide information to show that he possesses, or shall possess, adequate production plant facilities (equipment, tooling, and space) to enable him, or his subcontractors, to produce this item. Also, the contractor shall provide information on his production plan for these items, as the government can not provide a complete technical data package, and state their ability to provide the Government with a Theodolite, Surveying Instrument to the sixteen (16) Performance Requirements specified. above. The contractor shall perform service and repair during each year of this contract. Billing is for actual number serviced. The NSN of this item is 6675-01-5633841. The contractor shall comply with the above requirements in addition to their best practice commercial quality assurance system. The contractor shall propose and describe a UID marking method for approval by the Army requiring activity, and the contractors plan or instruction for adding the marking and control of the labels if used) As the Theodolite,Surveying Instrument system are serviced.
