- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for the Dry-Dock and Repair of the WYACONDA (WLR-75403), a 75-foot, river tender bout tender and 130-foot barge. The USCGC WYACONDA homeport is Dubuque, IA. The acquisition will be solicited as a HUBZone Set-Aside. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items.. The solicitation will be issued electronically on the FEDBIZOPPS web page on or about April 27, 2009 at http://www.fbo.gov/. The homeport of the vessel is 60 East Street, Dubuque, IA 52001. All work will be preformed at the contractor’s facility. The performance period will be fifty six (56) calendar days with a start date on or about 10 August 2009. The scope of the acquisition is for dry-dock repairs to the WYACONDA (WLR-75403) including but not limited to the following Definite and Option items: Perform Ultrasonic Thickness Measurements - Underwater Hull Plating Perform Hull and Structural Plating Repairs Perform Hull and Structural Steel Plate Repairs Perform Hull and Structural Plating Repairs – Eroded Welds (Steel) Perform Hull and Structural Plating Repairs – Crack (Steel) Perform Hull and Structural Plating Repairs – Overlay Welding (Steel) Remove, Inspect, and Reinstall Propeller Shafts Remove, Inspect, and Reinstall Intermediate Shafts Straighten Shaft Renew Water-Lubricated Shaft Bearings Renew Propeller Shaft Sleeves Renew Shaft Strut Barrel Remove, Inspect, and Reinstall Propellers Perform Minor Repairs and Reconditioning of Propeller Clean, Inspect, and Test Grid Coolers Overhaul Simplex Sea Strainer (Barge) Overhaul Duplex Sea Strainer (Tender) Remove, Inspect and Reinstall Steering and Backing Rudder Assemblies Rebuild Rudder Stock and Rudder Renew Rudder Lower Bearing Trunk Preserve Spud and Spud Well Surfaces and Renew Spud Well Liners (Barge) Preserve Spud and Spud Well Surfaces and Renew Spud Well Liners (Tender) Preserve Underwater Body (Barge & Tender) Preserve Tender Freeboard Routine Drydocking (Barge& Tender) Provide Temporary Logistics Clean and Inspect Various Electrical Panels Install New Deck Covering System in Crew’s Berthing Install Additional Spud System on Barge Renew Hull Plating in Sewage Hold Compartment Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The Welding procedures will be provided to the Coast Guard for applicable line items with the solicitation. The following Geographic Restriction applies USCGC WYACONDA is geographically restricted to the Western Rivers of the United States. The “Western Rivers” means the navigable portions of the Mississippi river and its tributaries above mile 0 of the lower Mississippi river. Navigable tributaries of the Mississippi river include only the waterways within the area of jurisdiction of Coast Guard aids to navigation facilities as described in Light List Volume V (COMDINST M16502.5), and the Tennessee-Tombigbee waterways to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterways connected to the “Western Rivers,” but specially excluded unprotected or open waters such as Mobile bay, Lake Borgne, and the Gulf of Mexico. The simplified acquisition will be issued as a best value Request for Quotes (RFQ). Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).
