- The Department of Transportation, Federal Railroad Administration intends to negotiate on a sole source basis with Labelmaster Software Company for a computer based program entitled REG-TrieveŽ. This requirement is being advertised under Other Than Full and Open Competition by the authority of the Federal Acquisition Regulation Part 6, Subparts 6.301 and 6.302. Labelmaster Software shall provide the following: REG-Trieve software which uses a Folio infobase platform that permits users the ability to retrieve and manipulate information to fit their exact needs. This software search engine gives users the ability to perform numerous simple and complex queries; provides hyperlinks in all documents to CFR Parts and Subparts, both in an entire record, and based on queries generated by the user; provides numerous printing options, and includes a DOT history which enables users to hyperlink quickly to any Notices of Proposed Rules or Final Rules issued by FRA. The FRA has not found any other single solution that provides all of the functionalities listed above. The period of performance is date of award through April 14, 2010. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing and other information that demonstrates their ability to meet the Federal Railroad Administrations needs. Detailed capabilities must be submitted to the Federal Railroad Administration, this notice affirmative written response is received within 15 days from the publication of this synopsis; a contract may be issued to Labelmaster Software without further notice.
