Kern, e-mail address: kathleen.kern@us.army.mil ROOM: 713A, Contracting, 7th Floor, Amelia Earhart Building TELEPHONE: +49 (0)61197442621; FACSIMILE: +49 (0) 61197442618 The U.S. Army Corps of Engineers, Europe District, is seeking expressions of interest from firms who are interested in proposing on an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for a variety of environmental, natural resources and other services to provide support in assuring environmental compliance at facilities located within the Europe Districts area of responsibility. The objective of this contract is to provide environmental services in support of traditional operations (e.g., natural and cultural resource evaluation) for the Integrated Training Area Management (ITAM) program for the 7th Army Training Command (ATC). This contract will also provide services necessary to conduct a wide range of environmental operations at locations and times to be specified in task orders to be issued under this contract. The disclosure of the magnitude of construction projects in accordance with DFARS 236.206(ii) Between: $25,000,000 and $100,000,000. FSC Code: F999 Program Code: S10 MDAP/MAIS Code: 000 WSC Code: 000 SIC: 9512 NAICS Code: 541620 Task Orders issued under these MATOCs shall primarily be performance based and cover a wide range of functions to support the environmental compliance program at the Installation Management Command (IMCOM). Work may include but is not limited to the following: a. Training Requirements Integration (TRI) b. Range and Training Land Assessment (RTLA)c. Land Rehabilitation and Maintenance (LRAM) c.. Sustainable Range Awareness (SRA) d. Monitoring inventories, and other related data collection activities e. Imagery acquistion f. Preparation of cultural resource plans for military installations and training areas g. Preparation of natural resource management plans for military installations and training areas h. Remote sensing i. Database management j. Resource management and evaluation studies k. Geographic Information Systems l. Reports and management plans in support of ITAM m. Supporting and planning meetings to include language translation services, conference facilities, hotel rooms and other services necessary to facilitate the SRP relatedmeetings Additional efforts might entail providing local environmental management expertise; threatened and endangered species surveys, developing plans, procedures, quantity and cost estimates, and/or cultural resource surveys. To accomplish this objective, an Indefinite Delivery/Indefinite Quantity Services contract with Firm Fixed Price Task Orders would be put in place for use in areas where military forces are involved in Germany. LOCATION: The work will primarily focus on USAREUR installations within Germany, Belgium, the Netherlands, and Italy but may be used within any area of operations where the U.S. Army Corps of Engineers, Europe District, supports the military and statesmanship mission of the U.S. Government. The effort is primarily anticipated for use on U.S. Army installations throughout Europe including the German States of Hessen and Rheinland-Pfalz, Baden Wuerttemberg and Bavaria. However, some amount of work could be performed in any country such as Italy, Belgium and the Netherlands, Eastern Europe and Turkey, where the Europe District is directed to provide related environmental services. PERFORMANCE PERIOD AND CAPACITY: Each MATOC will have a one (1) year base period and four (4), 1-year option periods for a possible total of five (5) years, as determined necessary by the Government. The total contract capacity of the MATOCs will be $30,000,000 total over the life of the contracts. This solicitation will be used to award two (2) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) contract. The award of these contracts will be made on best value to the Government, price and technical factors considered. This requirement applies to all countries in which worked may be performed.
