Description
DESCRIPTION: Contractor will be required to provide all labor, supervision, tools, transportation, materials, equipment, and any incidentals necessary to make specified repairs to a 69’ steel truss bridge. Solicitation will include a Base Item and two Optional Items. Work required under Base Item will include but is not necessarily limited to clearing of vegetation, removal and replacement of 8 (1/4” x 5” x 61 ½”) steel plates, and sealing and patching of concrete. Optional Items are related to cleaning and coating of the bridge’s steel structure and are exclusive of each other (Optional Item 1 would only include spot coat of designated steel surfaces; Optional Item 2 would require cleaning and coating of all bridge steel). Contract award will be made in one of three ways: Base Bid only; Base Bid and Optional Item 1; or Base Bid and Optional Item 2. GOVERNMENT COST ESTIMATE: Between $25,000 and $100,000 SITE SHOWING: The Government STRONGLY RECOMMENDS attendance at the Site Showing on May 13, 2009 at 1:00 pm EST at the Glenwood/Pedlar Ranger District Office in Natural Bridge Station, Virginia. Although specifications and plans will be attached with the solicitation, the Government believes that careful examination of the bridge site will be integral to an understanding of the work that will be required under a contract. Understanding of site particularities will be evaluated during the award process. Interested vendors may contact the office at (540) 291-2188 for directions to the Office. DIRECTIONS TO SITE: The worksite is located within the administrative boundaries of the Glenwood/Pedlar Ranger District of the George Washington and Jefferson National Forests in Amherst County, Virginia. Project is located approximately 8 miles east of Buena Vista, Virginia on US Route 60. From US Route 60, take State Route 605 north for 0.2 miles, then travel 0.3 miles west on Forest Service Road #76. PERIOD OF PERFORMANCE AND SITE VISIT INFORMATION: Contract time for an award of the Base Bid only will be 25 calendar days. Contract time for award of the Base Bid with one of the Optional Items will be 45 calendar days. CONTRACTOR QUALIFICATIONS: Contractor must be registered in the Central Contractor Registry and must have completed a profile in the Online-Representations and Certifications database prior to award of a contract. Registration may be completed on the Internet at http://www.ccr.gov/. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov. You must be registered in CCR and have an MPIN number before you can begin ORCA registration. SET-ASIDE: This project is subject to FULL AND OPEN competition in accordance with the Small Business Competitiveness Demonstration Program. The NAICS code for this project is 237310; the small business size standard is $33.5 million. BONDING INFORMATION: If the award price exceeds $30,000, Contractor will be required to furnish 100% Payment Protection in the form of a payment bond or an irrevocable letter of credit to the USDA, Forest Service within 10 calendar days of the date it receives notice of award. SOLICITATION DOCUMENTS: Solicitation AG-3395-S-09-0031 and related documents will be issued via FedBizOpps as a Request for Proposals and will be available for downloading on or around April 22, 2009 at the website address: http://www.fbo.gov/. All potential contractors and subcontractors should register on the FedBizOpps website as an Interested Vendor. The online Interested Vendors list will be the only such list maintained for this procurement. All responsible sources may submit an quotation which will be considered by the agency.
