Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposals and no contract will be awarded from this notice. The Social Security Administration (SSA) is seeking Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. SSA currently operates four Parking and Badging Credentialing Offices that support its headquarters operations. The contract provides Homeland Security Presidential Directive-12 (HSPD-12) security-enhanced credentials to government employees and contractors who require access to SSA facilities. The current contract is in its last option period, which expires on September 22, 2009. SSA intends to issue a solicitation for a successor contractor to furnish all services, materials, supplies, supervision, labor, and equipment, except that specified herein as HSPD-12 Government-furnished property, to perform HSPD-12 Parking and Credentialing Office functions at the Social Security Administration’s (SSA’s) four Baltimore Headquarters Offices. The successor contractor will function as part of SSA’s security structure in processing applications and issuing documents used by SSA employees, visitors, vendors and private contractors to gain access to government facilities, remove authorized property from government facilities, access government information systems and park at SSA controlled facilities. Building access documents include: HSPD-12 Credentials, Proximity badges, property passes, Agency-wide special purpose identification cards and Government Identification cards. In addition, the offices process applications and issue documents relating to parking at SSA Headquarters facilities in the Baltimore area. SSA will continue to make the decisions relating to access control, property passes and parking privileges. The contractor shall be responsible for receiving, recording, processing applications and issuing appropriate documents in accordance with SSA’s decisions. SSA will not disclose its security procedures to the public; however, SSA will provide training to contractor personnel post award, concerning the specific procedures the Contractor shall follow in operating the offices. The anticipated issuance date of the RFP is May 7, 2009. SSA anticipates the award of a Firm Fixed Price Contract. The contract will consist of a base period of twelve (12) months, with seven (7) additional twelve-month option periods. The total duration of the proposed contract is ninety six (96) months. This notice is a request for information from small businesses. The Government invites contractors that are designated as 8(a), HUBZone, Service Disabled Veteran Owned, Woman Owned, Veteran Owned, and/or general small business with the experience and capabilities necessary to meet or exceed the stated requirements to submit a brief qualification statement. The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. The North American Industry Classification System (NAICS) number 561210 applies to this requirement and the small business size standard is $35.5 Million in average annual receipts over the preceding three fiscal years. It is requested that interested parties submit a brief qualification statement. Respondents shall include a company profile, to include number of employees, annual receipts, office location(s), DUNS number and CAGE Code, references with detail of work performed. Interested parties shall indicate if you are 8(a), HUBZone, Service Disabled Veteran Owned, Woman Owned, Veteran Owned, and/or general small business. Provide proof of SBA certification of the firm’s status as a small business. The qualification statement for this sources sought notice is not expected to be a proposal, but rather short statements regarding the company’s ability to demonstrate existing, or developed, expertise and experience in relation to this project and the areas specified herein. Submission of a qualification statement is not a prerequisite to any potential future offerings.
