- The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with Rockwell Collins of Cedar Rapids, IA 52498 to procure Specialized Test Equipment (STE) in support of the AN/ARC-243 (V) HF Radio for each of the following: System SIL, RT-1921, AM-7621, CU-2622, C-12739, MX-12301, CV-4420. Delivery of STE is within 16 months after date of contract to Fleet Readiness Center, DODDAC N65888, San Diego, CA 92135. The Government intends to negotiate this STE under the authority of 10 USC 2304 (c)(1), as implemented by FAR 6.302-1. The Government does not own data, drawings, or other specifications to permit full and open competition. Rockwell Collins is the designer, developer, and Original Equipment Manufacturer (OEM) of the AN/ARC-243 (V) HF Radio and is the only known source to have sufficient technical data, drawings, software, repair parts, and trained technical staff to maintain the AN/ARC-243 (V) HF Radio. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the posting date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. No solicitation will be available for this procurement. See Note 22.
