- Description
- The National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to procure on a sole source basis for repository storage and services with Fisher BioServices, 14665 Rothgeb Drive, Rockville, MD 20850. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-(b)(1). The North American Industry Classification System Code is 493120 and the business size standard is $25.5M. Only one award will be made as a result of this solicitation. Period of Performance shall be for twelve months from date of award. The purpose of this procurement is to procure storage services to support on-going and planned clinical studies of vaccines. The contractor shall provide facilities, material, and labor for storing cryopreserved cells, animal and patient sera samples, laboratory reagents and human pre-clinical and clinical products used in clinical trials in government-owned freezers. 6-ultra low -80 freezers and 1-liquid-nitrogen freezer. The government shall provide the freezers. All material shall be stored at temperatures that meet the manufacturer's specifications for the freezer and the specific specifications standards of the FDA and CTEP. The contractor shall maintain freezers/racks, boxes in sufficient condition as not to damage the boxes during their removal and replacement in the racks to an extent that would allow vials and or tubes to fall out of the boxes. VWR Cryopro LN Contractor Requirements: The space requirements for each -80 freezers are 38"Dx36"Wx78"H and the LN2 freezer are 38"Dx24"WX48"H. The physical location of the freezers should be within the same location of each. The freezer chamber temperatures shall be monitored continuously and recorded at least several times an hour, seven days a week, 24 hours a day. Summary records shall be provided on a monthly basis either via electronic submission or mail. When a chamber temperature falls outside of a specified range that is within the specifications set forth, triggering of the monitoring system shall result in a technician responding within sufficient time that corrective action can be taken to restore the temperature to its normal level and to prevent the liquid nitrogen chamber temperature becoming warmer than -80oC and to prevent materials stored at ¬-80oC becoming warmer than -60oC. The monitor and the power for the freezers shall be supported by an auxiliary system to provide backup in case of a power failure, acts of God, fire and/or water damage. The facility shall have controlled access, and shall be within a 20 minute drive from the main NIH Bethesda campus during non rush hour conditions. The contractor shall allow assigned government personnel to have access to the material. A computer-based inventory management system shall be established and maintained by the contractor. Personnel working with the cryopreserved materials i.e., cells, plasmids and pre and clinical material products stored as well as maintaining material at dry-ice temperatures or colder, when out of the freezer chamber and handling of the pox viruses (vaccinia) vials must be able to demonstrate or provide documentation of proficiency in these techniques. These employees must provide documentation of having had a small pox vaccination within the last 5 years. It is critical that freezers/samples be stored at Fisher BioServices under the proper conditions. The transfer of either the freezers or samples could potentially cause fluctuations in temperature which could jeopardize the validity of the samples. For these reasons, Fisher BioServices is uniquely qualified to fulfill this requirement. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on April 21, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
