- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) has a requirement for site preparation and installation services for both a sensor node array and a trunk cable. The successful offeror shall be responsible for the services necessary to install and bury a Government furnished sensor node array and trunk cable in Narragansett Bay, connecting Gould Island to the main NUWC campus in Newport. These services are required to expand the infrastructure capabilities of the Narragansett Bay Shallow Water Test Facility (NBSWTF) by adding electrical and optical connectivity. A Firm Fixed Price Completion type contract is anticipated. Award will be based on Best Value to the Government. This requirement will be solicited as Unrestricted. Evaluation will be based on Technical Approach, Past Performance, and Price. A Statement of Work and further details will be released upon issue of RFP #N66604-09-R-2922, which is anticipated to be on or about 04/28/2009. Any prospective contractor must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov) in order to be eligible for award.
