Description
PRE-SOLICITATION NOTICE GS-02P-09-DTC-0010N The Public Buildings Service of the United States General Services Administration (“GSA”), Northeast & Caribbean Region, New York, NY, announces an opportunity for providing Site Preparation services for the New US Land Port of Entry at Alexandria Bay, NY. (Phase 2). The address of the project is 46735 Interstate 81, Alexandria Bay, NY 13607. The current estimated construction cost range (including options) is $5,000,000 to $10,000,000. The estimated project construction duration is 5 months (150 days). The North American Industry Classification System (NAICS) code for this effort is 238910 and the Small Business Administration (SBA) size standard is $14 million in annual receipts averaged over a concern's latest three (3) completed fiscal years. This procurement will be set aside for HUBZone small business concerns. The scope of work includes the following: Utility relocation, hazardous materials abatement, demolition of pavements, demolition of structures, native rock removal clearing and grubbing, rock processing and stockpiling, excavation and grading, asphalt paving, storm sewers, and roadway signage. The site geology is composed of metamorphosed igneous units and there will be significant amounts (approximately 90,000cm) of rock removal required as part of this project. The project will require work to be performed immediately adjacent to the existing LPOE without any disruption to the operations of the existing facility. The existing facility operates 24 hours a day, 7 days a week, 365 days a year. The contractor shall ensure maintenance and protection of traffic during the work and uninterrupted facility operations. This work is in support of, and will be coordinated with, the larger new Land Port of Entry at Alexandria Bay, NY project issued under Solicitation No. GS-02P-08-DTC-0011N. The Government anticipates the release of a Request for Proposals (RFP) for Site Preparation (Phase 2) for the New U.S. Land Port of Entry, Alexandria Bay, NY on or about April 21, 2009. The RFP will be issued on the Internet at: http://www.fedbizopps.gov/. Interested offerors are STRONGLY encouraged to register on this site to receive notifications of actions associated with this solicitation number. Solicitation provisions, required proposal forms, clauses and instructions to offerors will be included with the project documents. At the conclusion of the acquisition process, the Government anticipates an award of a Firm-Fixed Price contract for the following services: Site Preparation for a New U.S. Land Port of Entry at Alexandria Bay, NY. SITE VISIT / PRE-PROPOSAL CONFERENCE A Site Visit / Pre-Proposal Conference will be held for this procurement. The conference will be held on or about May 5, 2009. This conference will be held to discuss the projects and address any questions or concerns and for offerors to visit the site. DOCUMENT SECURITY When the Request for Proposals is issued, because of the document security notice requirements; documents will not be available at any common viewing venue. Offerors who wish to receive the solicitation documents when the RFP is issued must first complete and submit to the Contracting Officer a Sensitive But Unclassified (SBU) Document Security form. This form will be available with the Request for Proposals and upon request from the Contracting Officer. Documents will not be released until the completed SBU form has been submitted to the Contracting Officer (this includes all subcontractors and suppliers). INTERESTED OFFERORS ARE STRONGLY ENCOURAGED TO COMPLETE THE SBU FOR THEMSELVES AND ALL POTENTIAL SUBCONTRACTORS AND SUPPLIERS IN ADVANCE OF THE RFP ISSUANCE. This will facilitate prompt distribution of the documents when the RFP is issued. This is not a Request for Proposals.
