Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation notice ITC-RFP-09-0003 is issued as a Requested for Proposal (RFP). This solicitation document and incorporated provision and clauses are those in effect through the Federal Circular 2005-31. This requirement is set aside for a small business under NAICS 541910. The USITC anticipates awarding a firm-fixed-price contract with One (1) Base Year and Four (4) Option Years. The complete Statement of Work (SOW) is included in this combined synopsis/solicitation stated below: The United States International Trade Commission (USITC or Commission) is seeking a contractor capable of providing comprehensive global monitoring of news coverage and Internet citations of the USITC, its Commissioners and products, evolving international trade matters, and other topics of interest to the Commission. The contractor shall provide daily delivery via e-mail of relevant clips and/or Internet citations. Internet citations shall include the URL for the citation. Clips/URL shall be distributed among the Commission and its staff for informational purposes. These services are for a base period of twelve months from award with four twelve month option periods. The services required include: 1. Continual monitoring of global media and Internet sites; 2. Identification of relevant clips/citations; 3. Daily electronic delivery via email of identified items to the USITC's Office of External Relations by 8:30 a.m.; and 4. Internet-based tools shall (a) allow USITC staff to format selected clips/citations into a report or newsletter that can be distributed electronically to USITC Commissioners and staff for both desktop viewing and Blackberry viewing (NOTE: we require a Blackberry edition that is as clean and devoid of extraneous Internet codes as possible, and interested contractors shall address this issue in their response); and (b) measure and analyze coverage. The contractor shall monitor global coverage of the USITC and identified trade issues (which shall evolve regularly) based on key words and phrases developed in consultation with USITC staff and shall be willing to refine the key words and phrases as necessary. Monitoring shall cover the print or electronic editions of daily newspapers, including the following specific sources: The New York Times, The Wall Street Journal, The Financial Times (London), The Washington Post, The Washington Times; wire services; magazines; business journals; trade publications; industry newsletters; broadcast organizations (radio and television); and Internet blogs and online fora. Access to the service is required for four (4) users. Search terms shall vary and evolve regularly. Interested contractors shall include in their bid specific information on the number of search terms allowed, additional charges for search terms beyond that allowance, and charges for frequent changes or refinements of the search terms in use. Customer support is an important element of these services. Interested contractors shall provide access to customer support and shall include in their proposal specific information on any charges associated with customer support, including any training. Interested contractors shall ensure that clips/citations provided to the USITC do not violate U.S. copyright laws and shall include in their response specific information about actions they take to address copyright protection. If the contractor's actions pose additional fees or other costs to the USITC, such costs shall be identified. The USITC may reject a response to this solicitation if it determines that a contractor's copyright protection actions are insufficient. The contractor shall provide an Internet-based tool to enable USITC staff to format clips/citations into an electronic newsletter, or similar product appropriate for use as a newsletter, deliverable via email to USITC Commissioners/staff. The USITC requires delivery options for desktop viewing of the electronic newsletter or similar product and for Blackberry viewing of the electronic newsletter or similar product. The Blackberry edition shall be as clean and devoid of extraneous Internet coding as possible and interested contractors shall address this issue in their response. The contractor shall provide an Internet-based tool to allow analysis by ITC staff of coverage of the USITC and the creation of reports or other presentations based on that analysis. The provision at 52.212-1, Instructions to Offerors-Commercial Item, as well as the provision at 52.212.-2, Evaluation/Commercial Items apply to this acquisition. The Government will make an award to the contractor that represents the best overall value to the Government. Past Performance will be evaluated to ensure satisfactory business practices and timely performance for evaluation purposes, price is considered most important, followed by technical capabilities and past performance. Offerors shall comply with the provisions at 52.212.3, Offeror Representations and Certifications/Commercial Items. The clauses at FAR 52.212-4, Contract Terms and Conditions/Commercial Items, apply to this acquisition with no addenda. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statute or Executive Orders-Commercial Items and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this solicitation, Specifically, the following cited clauses are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disable and Vietnam Era Veterans; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Special Disable Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; and FAR 52.222-41, Service Contract Certifications. An official authorized to bind your company shall sign the offer. To be eligible for an award, all contractors must have a valid registration within the Central Contractor Registration (CCR). All pricing information shall be submitted within the pricing section, and all technical information shall be submitted within the technical section of the submitted proposal no later than 2 p.m., Tuesday, April 21, 2009.
