Description
This sources sought notice is for information and planning purposes only. It does not constitute a solicitation and is not to be construed as a commitment by the government.The Government is issuing this Sources Sought Notice to determine if there are contractors capable of and/or interested in supplying a fast scanning, Imaging Fourier Transform Spectrometer (see minimum specification requirements posted at http://www.pixs.wpafb.af.mil.)RESPONSES ARE DUE NO LATER THAN THURSDAY, 23 APR 2009.This Long Wave Imaging Fourier Transform Infrared (LWIFTIR) Spectrometer will be used in faculty and student research such as remote sensing of battlefield conditions, bomb phenomenology and chemical and biological agent detection research. The Air Force is developing a data base for Infrared (IR) signatures to be used in a variety of applications. Knowledge of the IR signatures is essential to determine battlefield operations. This data base can be built through the use of an LWIFTIR. This instrument will find several key military applications including: (1) the classification of battlespace detonations, including bomb detonations, muzzle flash, and missile launches, (2) plume monitoring for chemical and biological agent detection, and (3) fast framing, hyperspectral imaging applications. Estimated delivery is 11 months after receipt of the award.Sources capable of producing a LWIFTIR Spectrometer are being sought. All interested firms shall submit a capabilities package that outlines their capabilities to provide a spectrometer that can perform the required functions. The package shall include enough information on a LWIFTIR for the Government to determine if your firm's item can produce such an instrument that fits the Air Force's needs. Responding parties must also indicate their business size in relation to the applicable North American Industry Classification System (NAICS) Code 334516 that has a size standard of 500 employees. Sources shall identify if they are a large, small, small-disadvantaged, 8(a), woman-owned, HUBZone, or otherwise classified business.Capabilities packages and routine inquiries concerning this notice shall be submitted to Yvonne Thacker, 88 CONS/PKA, 1940 Allbrook Drive, Suite 3, Wright-Patterson Air Force Base OH 45433-5309, AC937 522-4531, fax AC937 656-1412 or via e-mail yvonne.thacker@wpafb.af.mil no later than Thursday, 23 APR 2009.
