- Description
- The Environmental Protection Agency (EPA) intends to issue a solicitation in the form of a Request for Proposal (RFP) for Hybrid Shuttle Bus Services for the Environmental Protection Agency campus at Research Triangle Park, NC. The contractor shall furnish all vehicles, supervision, maintenance, materials, equipment, and supplies necessary to operate the shuttle bus services as a turn-key operation and comply with all federal, state, and local laws and regulations. The contractor shall provide one 16 - 24 passenger bus that is equipped with a handicap lift and 2 wheelchair spaces and have either a hybrid gasoline or a hybrid diesel engine. A second bus with the same size and equipment shall also be provided as an alternate in the event that the main bus is temporarily unavailable (although the secondary bus need not be a hybrid). The award of a firm fixed price contract with one twelve (12) month base and four (4) twelve month option periods is anticipated. The total duration of the proposed contract is sixty (60) months. The resulting contract will be awarded in accordance with the solicitation procedures outlined in FAR Part 12, Acquisition of Commercial Items/Services and FAR Part 15, Contracting by Negotiation. Offerors will be asked to submit technical and cost proposals for the contract, as well as relevant past performance information. For this solicitation, all factors, other than cost or price, when combined will be more important than cost or price. The anticipated issuance date of the RFP is approximately April 24, 2009. Proposals will be due approximately 30 days after the RFP issuance date. All responsible sources may submit a proposal which shall be considered. No further synopsis will be issued. A pre proposal conference/site visit will be held approximately ten to fifteen days after the issuance of the RFP. The details of the pre proposal conference/site visit will be listed in the RFP. The solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. It will be the offeror's responsibility to frequently check the same site where the solicitation is posted for any amendments. All prospective offerors must be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov. The RFP will be issued as a Small Business set aside. The North American Industry Classification System (NAICS) number is 485999, All other transit and ground passenger transportation, with a size standard of $7 million.
