Description
AFTTP 3-3.8 Ch 7 Nellis AFB, Las Vegas, NV, requires a contract for: CLIN 0001 - 2ea two-week tactics and techniques training courses for 15 students per two-week course; CLIN 0002 - 1ea Leadership seminar; minimum 4 hours for 50 students. All training shall be conducted at Nellis AFB, Las Vegas, NV 89191. CLIN 0001: Tactics and techniques training course must be tailored to Guardian Angel tactics and techniques, with a focus on rescue specific scenario training and the combat mindset of a small rescue team operating in an urban environment. Each two-week course shall include: 2-day course to include pistol (loading/unloading, fundamentals, stance, grip, weapon retention, slow fire, rapid fire, draw stroke, reloads, speed shooting drill). Students will be using M9. 3-day course to include advanced Carbine (fighting stance, weapon retention, position shooting (advance and obscure), barricade/field position, loading, optics, transition, support side shooting, malfunctions, shooting while moving, communication of shooters, facing movements, external ballistics, terminal ballistics, corner clears, sling use, target discrimination). Students will be using M4. 3-day course to include street fighter course (fighting stance, target to target acquisition, shooting from/around vehicles, cars as cover, movement techniques, down gun drills, disable shooter drills). 3-day course to include Tactics Close Quarter Battle utilizing Opposite and Opposing corners technique (entry techniques, room clearance, priorities of work, room search, follow on rooms, corner clear), hallways (movement, open vs. closed door, opposing door, L intersection, T intersection, 4 way intersection) stairwell (360 degree security techniques, emergency evacuations, team movement). Weapons and ammunition will be provided by the government. In order for the trainees to receive upgrade certification the training courses must be IAW the following regulations which are available upon request: AFI 16-1202-13.7 Fundamentals of movement, Ch 14 Small Team Tactics, 14.9 Surface movement, formation. AFTTP 3-3.8, 7.8 AFI 16-1202 Ch 14.16, 14.19 58 RQS Standard Operating Procedures CLIN 0002: Leadership seminar shall include: a minimum 4 hour lecture/discussion on important leadership traits, training, the planning process, and the after action review process. Presenter must have experience in armed conflict in the Horn of Africa, Afghanistan and Iraq. REQUIRED SUBMISSIONS: (1) Offerors shall submit with their quotes a resume of their proposed instructor's level of experience in dealing with combat missions and military operations. Each instructor is required to have a minimum of 3 years of performance as an operator in a Tier 1 special mission unit, and shall have experience in developing and instructing tactics and procedures. Each instructor shall have experience in Special Operations Forces tactics development and combat mission requirements. Each instructor is required to have a current Top Secret clearance. (2) Syllabus of proposed tactics and training course This will be a firm fixed price type contract. This requirement will be solicited and evaluated under FAR 13 Simplified Acquisition Procedures. Award will be made on a Lowest Price Technically Acceptable basis. This is a total small business set-aside under NAICS Code 611519. The small business size standard under this NAICS is 500 Employees. Period of Performance: April 20 - May 1, 2009: 15 operators May 4 - May 16, 2009: 15 operators Determination of date for Leadership seminar will be made after contract award with coordination between the Government and winning vendor, but NLT 1 Jun 2009. The following clauses (current through FAC 2005-32 effective 31 March 2009) apply to this solicitation and resulting award: FAR 52.232-33 - Payment by Electronic Funds Transfer - CCR; DFARS 252.232-7003 - Electronic Submission of Payment Requests and Receiving Reports; AFFARS 5353.201-9101, Ombudsman. 5352-242-9000 Contractor access to Air Force Installations.
