Description
NASA/DFRC plans to issue a Request for Proposal (RFP) for the Flight ManagementSystem (FMS)/Avionics Upgrade of the 747SP aircraft in support of the StratosphericObservatory for Infrared Astronomy (SOFIA) Program.The SOFIA FMS/Avionics Upgrade will replace the current out datednavigation/communication systems to allow for economical, effective global operations andoptimization of science discovery time. The FMS/ Avionics Upgrade must meet present andfuture FAA mandated requirements for airspace utilization. There must also be growthcapability to meet current and future worldwide airspace requirements. Technical, repair,and spares support plans for the components and systems associated with this theFMS/Avionics Upgrade is required for the planned twenty year operation of SOFIA. The FMS/Avionics Upgrade will provide the functions of lateral guidance (LNAV), flightplanning and airplane performance monitoring for the SOFIA aircraft. The FMS will becapable of constructing the most economical flight path (lateral and vertical) fromairplane takeoff to touchdown. This will be accomplished by the integration of the FMSguidance performance and navigation functions. Outside data will be supplied byinterfacing systems and flight deck crew inputs via Control Display Units (CDU). Two databases, the navigational data base and the performance data base will be used foradditional navigation information. Multi-Functional Displays replacing current AttitudeDirector Indicator (ADI)/Horizontal Situation Indicator (HSI) and other analog gaugeswill be integrated as part of the FMS/Avionics Upgrade.The guidance function will be capable of sending commands to the Flight Director Systemfor airplane flight control, to the Autopilot System for automatic flight control and tothe flight instrument system for display purposes. The performance function of the FMSshould be able to calculate and then provide data pertaining to optimal aircraftperformance to the guidance system.The FMS will be supported by a modern navigation/communication package consisting ofdigital Very High Frequency (VHF)/Ultra High Frequency (UHF)/High Frequency(HF)/Satellite Communications (SATCOM), VHF Omni directional Range (VOR), InertialReference Unit (IRU) with laser ring gyros, and Digital Air Data Computers (DADCs). Thecommunication suite will have data link capability.The FMS/Avionics Upgrade is required to provide basic aircraft status information to theobservatory Mission Command and Communication System (MCCS). The upgrade will alsointerface with the MCCS to accommodate flight plan changes and steering inputs to thecockpit for optimal science observations.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The NAICS Code and Size Standard are 334511 and 750, respectively. All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the RFP is on or about April 25, 2009 with an anticipatedoffer due date of on or about May 27, 2009.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet.
