- DESC: MARKET SURVEY AND BIDDERS LIST DEVELOPMENT - SOURCES SOUGHT REQUEST FOR ORGANIZATIONAL ASSESSMENT SURVEY PROFESSIONAL SERVICES. The purpose of this sources sought synopsis is to gain knowledge of potential qualified industry sources that can provide these goods and services to the United States Senate Office of Sergeant At Arms (SAA). One of the SAA's strategic priorities is retaining and attracting highly qualified people motivated to achieve the SAA's mission and vision. To measure its success in meeting this priority, the SAA will conduct a survey of employees to assess their perceptions about the culture and climate of the SAA and its component organizations. The SAA is currently conducting market research to identify qualified sources that can provide professional, technical and support services to the SAA in conducting the employee survey. This Sources Sought Notice (Notice) is not a request for proposal and in no way obligates the Senate to award a contract. This sources sought synopsis contains the currently available information. A. REQUIREMENTS: All requirements are mandatory unless otherwise noted. Requirements are stated in terms of minimum capabilities and characteristics required by the Senate. The SAA is seeking vendors who must have demonstrated experience in the following: 1) identification of requirements for the SAA Employee Satisfaction Survey ("Survey"); 2) development of a Survey using a standardized or "commercial-off-the-shelf" (COTS) organizational assessment survey; 3) conducting the Survey; 4) processing, analysis and evaluation of the Survey results against benchmarked data from other similar public and private organizations into a report; and 5) presentation of the report. The SAA invites qualified sources to respond to this Notice. B. INSTRUCTIONS: In responding to this Notice, the Vendor must provide the following information: 1. Corporate Overview describing, in particular, depth and length of experience in organizational assessment surveys, and including Company Name, Address, Point of Contact with Telephone and FAX numbers and E-mail address, GSA Schedule Number (if applicable), DUNS Number, Tax ID Number; 2. Narrative description of vendor qualifications to perform each of the requirements listed above; 3. Attach a representative sample of similar employee survey performed; 4. At least three past performance references in the last two (2) years including complete and current information (customer name, project name/contract number, address, point of contact with current phone number and email), and a brief synopsis of work performed similar to this project and relevant to requirements A.1) through 4) listed above; and 5. Estimated price for the project for budgeting purpose. The information contained in this Notice will be the only information provided by the Senate during the sources sought process. All qualified sources should respond to this Notice by submitting an information package in accordance with the instructions provided. Vendors responding to this Notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation. Only vendors deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation in June, 2009. Responses to this Notice are due to the POC no later than 5:00 PM EST, April 27, 2009, and shall be submitted electronically via email to the attention of Cora Carag at Acquisitions@saa.senate.gov. The subject line of the email message shall be: SSN 2009-S-020 Senate Employee Survey. No other method of transmittal will be accepted. The response shall not exceed fifteen (15) pages. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE. ANY QUESTIONS OR REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
