- Description
- The Transportation Security Administration (TSA) has a requirement for Test and Evaluation Support Services (TESS) in response to the need for operational test and evaluation (OT&E) of security technology equipment. TESS will be in support of TSA’s responsibilities in all modes of transportation, and in support of stakeholders and organizations associated with transportation security. The Contractor will be responsible for an integrated evaluation strategy, including all data collection analysis services required, that will support overall Government objectives. This strategy will identify necessary data sources, including field testing, modeling and simulation, special studies, and any other relevant sources (i.e., commercial standards, testing by other US government agencies, foreign governments, etc.) to ensure credible, timely, adequately scoped evaluation products that maximize use of test resources. This Pre-Solicitation notice is not a request for competitive price proposals. Detailed information about the requirements and selection process will be provided in the RFP (HSTS04-09-R-CT4005). The purpose of this Pre-Solicitation Notice is to inform qualified entities interested in providing these services that the release of the RFP is imminent. Offerors are responsible for checking the FedBizOpps website for any update(s) to this Notice. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted at the referenced website. To obtain automatic notifications of updates to this solicitation, you MUST log into FedBizOpps.gov and add the solicitation to your Watchlist. If you would like to list your firm so others can see you are an interested vendor, you must click the “Add Me To Interested Vendors” button in the listing for this solicitation on FedBizOpps.gov. The solicitation will be issued on or about May 13 2009. NO CD's OR HARD COPIES WILL BE AVAILABLE. This solicitation will be issued as a Full and Open procurement with a planned period of performance of one year base period and four 12 month option periods for a total length of 5 years. In order for contractors to conduct business with TSA, the contractor must provide registration information to the Central Contractor Registration (CCR). All Offerors must be CCR (Central Contract Registered) prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov http://www.ccr.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Prior to quoting, it is preferred that vendors complete the Online Representations and Certifications (ORCA). To do so requires CCR registration, including an MPIN number. Instructions may be obtained, and required information may be entered, at http://orca.bpn.gov. If you ARE NOT ORCA registered, you will need to complete and provide paragraphs (B) through (I) of provision 52.212-3 in the solicitation. It is anticipated that there will be an industry day for this procurement in the month of May, with the exact date to be provided in a future notice.
