This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number is 401819Q568. This acquisition will be a 100% total small business set-aside; the North American Industry Classification System (NAICS) code is 541618 with a small business size standard of $7.0 million. DESCRIPTION OF REQUIREMENT: CLIN0001: Mentoring Complete web-based mentoring management program including, but not limited to, the following functionality: * Support for four major types of mentoring programs - managed, group, self-directed, combination of the previous three* Automated precision matching of mentors and mentorees* Multiple organization and hierarchy support* Multiple role support - mentor, mentoree, account manager* Single user login/profile* Intuitive, role-based design* Schedule-based program management* Windows XP or style or newer graphical user interface* Integrated social networking capabilities* Ability to customize program to customer needs* Program monitoring features, data collection, and data reporting* Must include online learning module geared toward introducing participants to mentoring skills and the key concepts of corporate mentoring programs and how to develop successful mentoring relationships. CLIN0001 Base Year: May 15, 2009 - May 14, 2010$_________CLIN0001AAOption Year 1:May 15, 2010 - May 14, 2011$_________CLIN0001BBOption Year 2: May 15, 2011 - May 14, 2012$_________CLIN0001CCOption Year 3:May 15, 2012 - May 14, 2013$_________CLIN0001DDOption Year 4: May 15, 2013 - May 14, 2014$_________ CLIN0002: On-site mentoring training conducted in Atlanta, GA in August - September 2009. This training should be 1.5 - 2 days longs with the objective of providing mentors and mentorees with the background and tools necessary to create and maintain a successful mentoring relationship. Training should include workbook materials, lecture, group discussion, and interactive role play. The FWS will be responsible for providing meeting space. Contractor will responsible for travel costs and workbook materials for 50 attendees. CLIN0002On-site mentoring training$_________ Minimum Qualifications and Experience Requirements for Providing Quotes: For Line Item 0002, On-site mentoring training, the contractor must posses staff with academic credentials, knowledge, skills, ability, and experience in the following areas: a.PhD., Psy.D., Ed.D., or Master's Degree with emphasis in consulting and counseling psychology and/or mentoring program /professional development management experience as a consultant. b.Experience in human resource management. NOTE: This is a Brand Name or Equal requirement. If providing an "or equal" please submit details and specifications of your product. Any or Equal proposal received will be sent to the technical advisor for compatibility or functionality. Award will be made to the quotation which offers the best value to the government. The Government also reserves the right to make no award at all. Timeline: A firm, fixed price award with a base year and (4) option years is anticipated. Options are exercised at the discretion of the government. Options are subject to the availability of funds.Base Year: May 15, 2009 - May 14, 2010Option Year 1:May 15, 2010 - May 14, 2011Option Year 2: May 15, 2011 - May 14, 2012Option Year 3:May 15, 2012 - May 14, 2013Option Year 4: May 15, 2013 - May 14, 2014 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-31, dated March 19, 2009, and Department of Interior Acquisition Regulation (DIAR). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability, past performance, and price. The evaluation factors are equal in importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. The award may not necessarily be made to the lowest price offeror. The Government reserves the right to make award without further discussion.
