Description
The CECOM Contracting Center Washington will be issuing a Request for Proposal using 100% Small Business Set aside on behalf the US Army Communication-Electronics Research Development & Engineering Center (CERDEC), Command and Control Directorate (C2D), Army Power Division in cooperation with the Product Manager for Heavy Tactical Vehicles (PM HTV) to develop an idling reduction prototype demonstrator to be integrated on the M915A5 and other vehicles in the Family of Line Haul Tractor Trucks. This prototype consists of an auxiliary power unit (APU) prototype and an auxiliary environmental control unit (ECU) prototype that will help conserve fuel by reducing vehicle idling periods during long haul mission execution. This effort will support the Tactical Idle Reduction for Heavy Tactical Vehicles Technology Transition Initiative (TTI) Project. The resulting contract will require the contractor to design, develop, fabricate, test, and integrate two (2) idling reduction auxiliary power unit (APU) prototypes and two (2) idling reduction environmental control unit (ECU) prototypes onto two (2) M915A5 or equivalent tractor truck vehicles (provided as GFE). The fully-integrated vehicles shall then be demonstrated at a minimum of one (1) operational test and at a minimum of two (2) operational demonstrations for the user-community. The period of performance for this effort is 18 months with two (2) options to deliver additional Hardware Prototypes and Manual. Option one (1) the contractor shall deliver an additional two (2) APU prototypes and two (2) ECU prototypes for integration by RDECOM-FAST onto various M900-series vehicles, and shall include all interface / ancillary equipment needed for field evaluations. Additionally, the contractor shall provide for two (2) sets of spare consumables to be used in the field evaluations. This option would be exercised at the end of the base program period of performance, and delivery would be required no later than three (3) months after the exercise of the option. Option two (2) The contractor shall deliver an additional four (4) APU prototypes and four (4) ECU prototypes for integration by PM HTV onto M915A5 production verification test vehicles, and shall include all interface / ancillary equipment needed for field evaluations (three would potentially be used for performance and endurance tests while the other three would potentially be used for live fire test and evaluation). Additionally, the contractor shall provide for four (4) sets of spare consumables to be used in the field evaluations. This option would be exercised at the end of the base program period of performance, and delivery would be required no later than six (6) months after the exercise of the option. The RFP will solicit proposals for a Cost plus Fixed Fee for the initial effort and Firm Fixed Price for the Options. The RFP will be posted at the CECOM Interactive Business Opportunity Page (IBOP) https://abop.monmouth.army.mil/. Interested parties will be required to register at the website prior to accessing the documents. The RFP will be posted under Army Solicitation, CECOM 2009. It is expected that the RFP will be posted on or about 16 April 2009. Potential Offerors should continue to monitor the IBOP for RFP posting and any further updates.
