- This is a sources sought notice issued for market research purposes only. THIS IS NOT A REQUEST FOR A PROPOSAL (RFP). This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Mine Safety and Health Administration (MSHA). The purpose of this notice is to identify vendors that are interested in and capable of providing the products described herein. MSHA will not pay for the preparation of any information submitted. As a result of this Sources Sought, MSHA may issue a solicitation for the products contained in this notice. Any such solicitation will be issued only to those vendors responding to this notice. There is no solicitation available at this time. However, should such a requirement arise, no basis for claims against MSHA shall arise as a result of a response to this Sources Sought or the government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement MSHA is seeking qualified sources interested in providing customized coveralls for federal mine inspector use in an underground environment. Coveralls include, but may not be limited to agency logo, US Flag patch and reflective striping. Approximately 3,000 to 6,000 coveralls may be purchased through the life of a five-year contract. The purpose of this notice is to identify the availability of qualified sources. The anticipated contract type will be firm fixed-price. If your company is able to provide the requested item(s) and is interested in this acquisition, please submit the following: 1. Point of contact, including a phone number, physical and e-mail address. 2. Size status and or SBA certification program of your company. 3. Cage Code for your company. 4. An estimated FOB destination cost including capability of meeting delivery dates provided below. 5. NAICS code is 315225 6. Firm must be registered in the Central Contractor Registry (CCR) BACKGROUND The Mine Safety and Health Administration, coal Mine Safety and Health and Metal/Non metal Divisions, are responsible for the inspection of coal and Metal/Nonmetal mines. It is necessary for inspectors to wear protective coveralls in order to help prevent accidents caused by loose clothing getting caught in mine equipment. Standardization of coveralls has been recommended for the inspectorate. Incorporating reflective stripes will afford the inspector an increased degree of protection from underground haulage or transport vehicles and mining equipment in dark or dimly-lit areas of underground mines. SPECIFICATIONS Fabric Content: Polyester/cotton (permanent press, 65% polyester/35% cotton). Fabric Weight: 8-9 ounces per square yard Color: Navy blue w/ standard collar Sizes: Sizes must be in United States Standard sizes. Vendor must be able to provide sizes for both men and women. Sizes may range from 36S to 62T, with up to 25% of the orders being in sizes larger than 50R. Coveralls must be available in Short/Regular/Long or Tall. Illuminating Stripes: Two inch wide stripes Logo: MSHA Logo patch sewn on left breast Flag: American flag patch 2 x 3 sewn on left shoulder DESIGN REQUIREMENTS FRONT VIEW: Breast Pockets: Two (2) outer breast pockets with 2 inch wide Velcro flap across entire top of pocket. Size: 7"x 11"; Velcro 1" x 6" One (1) inner left breast pocket with metal zipper on side. Size: 7"w x 10"d Sleeve Pockets: Two (2) sleeve pockets (one on each sleeve) with 2 inch wide Velcro flap across entire top of pocket. Size: 4"w x 10"d; Velcro 1" x 3" Cargo Pockets: Two (2) cargo pockets (one on each outside leg) with 2" wide Velcro flap across entire top of pockets. The bottom of the pockets should be positioned approximately 5" above the knee to accommodate knee pads. Size: 6"w x 8"d Waist: Regular slash pockets on front with side slits for access to inner clothing. No Velcro Loop: Loop on the right thigh above the knee for carrying a hammer or ruler. Size: Approx. 4" Front Closure: Coveralls shall be designed with at least two (2) snaps at the top then a two-way metal zipper. Wrist: The wrists for each coverall shall be designed with 2" wide Velcro bands instead of snaps, so they may be adjusted for a better fit. Leg: Two (2) metal zippers (one for each leg) shall be located on outer seam for easier access to boots. BACK VIEW: POCKETS: Two (2) pockets (one on each side); Back, no Velcro; Size: 7"w x 9 ½"d Expansion Pleats: Two (2) expansion pleats located at the shoulder blade. WAIST: Coveralls should be designed with a 1" elastic waist band in the back for easier movement.
