Description
This is a sources sought synopsis seeking information from HUBZone small business concerns, 8(a)contractors IAW Small Business Act 15 U.S.C. 637(a)) and service-disabled veteran-owned small business concerns (nationwide) that have an interest in submitting an offer as a prime contractor for the following: HUBZone small business concerns, 8(a)contractors and service-disabled veteran-owned small business concerns (nationwide) are sought for fencing construction as required on an on-call basis in Dover Air Base Military Family Housing or on Dover Air Force Base Delaware. Work may include, but is not limited to, the construction of chain link fences, masonry wall fences, metal privacy fences, post and cable fencing, gates, and incidental excavation, backfilling, removal of trees, pavement demolition and repair, topsoil, grading, and seeding and general restoration of disturbed areas according to contract and in strict accordance with the specifications and contract drawings. In accordance with Federal Acquisition Regulation (FAR) 52.219-14 entitled Limitations on Subcontracting the prime contractor will perform at least 25% of the cost of the contract, not including the cost of materials, with its own employees. Should a Request for Proposal be issued, the magnitude for the base period is estimated to be between $ 1,000,000 and $5,000,000. The magnitude for the base period and four 12 month option periods is estimated to be more than $10,000,000. for the life of the contract should all of the options be exercised. Should a solicitation be issued resulting in a contract award, the resultant contract contemplated will be a firm fixed price, indefinite delivery, requirements contract. This office is requesting that all interested and qualified HUBZone small business concerns, 8(a)contractors, and service-disabled veteran-owned small business concerns (nationwide) respond to this sources sought notice with a capability statement and proof of HUBZone small business concern, 8(a)contractors, or service-disabled veteran-owned small business concern status. Oral communications ARE NOT acceptable in response to this notice. The government will utilize the following information in determining acquisition strategy: (1) summarize how your firm is uniquely capable and qualified to handle this type of construction; (2) summarize projects completed similar to the project outlined above. The list of relevant projects should include names of the project team members and firm/installation, point of contact, contracting officer and QA/inspector with titles, phone and fax numbers, project scope and type of contract; (3) bonding – provide your bonding capacity per contract and aggregate; (4) statement of your current business size status under the North American Industry Classification System Code (NAICS) 238990. The information capability statement and data noted above must be submitted in written format by fax to 302-677-2907 or by e-mail to christine.murphy@dover.af.mil not later than 4:30 PM (EDT) on 22 April 2009. This sources sought is an advance notice for information and planning purposes only and IS NOT a solicitation. In order to receive an award from any resultant solicitation, should one be issued, the successful offeror must be registered in the Central Contractor Registration (CCR). The CCR website is http:www.ccr.gov/. Also, the successful offeror must have an active Online Representation and Certification (ORCA). The ORCA website is http://orca.bpn.gov/. This source sought notice shall not be construed in any manner to be an obligation to issue a solicitation/contract, or result in any claim for reimbursement of costs for any effort you expend in responding to this request.
