- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined Synopsis/Solicitation is for the procurement of Hotel Accommodations, Conference Space and Hotel Services, located in the Crystal City/Arlington area of VA. This is not a solicitation for Event Planning services or 3rd Party Event Planning services. The Air Force Surgeon General's Office, Directorate of Modernization (AF/SGR) is hosting the 2009 Air Force Medical Research Symposium from 25 - 27 Aug 2009. This synopsis/solicitation, Number : FA7014-09-P-0064 is issued as a Request for Quote (RFQ). NAICS Code for this solicitation is: 721110. Requirement: The Period of Performance for this requirement is: August 24 through August 28, 2009 (Estimated sleeping rooms by date: 24 Aug 2009 QTY - 67, 25 Aug 2009 QTY - 67, 26 Aug 2009 QTY - 67, 27 Aug 2009 QTY - 14, and must be housed in the same facility as conference). Offerors must block the estimated rooms for the dates listed above and offer these rooms at the current government rate per day, not to exceed the maximum locality per diem rates in effect at the time, as set forth in the Federal and Joint Travel Regulations. The Government will not incur financial liability associated with the hotel's agreement to hold a block of rooms for these dates. Individuals attending this conference will be responsible for paying for their rooms individually. Hotel Requirements: - Dates are August 24 through August 28, 2009 - Meeting space of up to six (6) rooms over a span of three (3) days/nights for meetings of groups totaling up to 225 on Tuesday, Wednesday, and Thursday. - Up to 215 room nights. Individual member shall pay for his/her room individually - 24-hour access to copier and color printer facilities - Complimentary broadband internet access in designated area and rooms - Audio/visual equipment and support services for plenary and three breakout sessions - Qualified technical assistance on-site during the entire conference for audio/visual support - Catering/Light refreshments (excluding alcohol) include such things as coffee, tea, milk, juice, soft drinks, doughnuts, bagels, fruit, pretzels, cookies, chips, muffins, or similar items served twice daily. Meeting Space: - One (1) Plenary Session Room on Tuesday to hold 225 people (classroom style); request no obstruction of views and two "high" presentation screens - Two (2) breakout rooms on Wednesday to hold 120 people each; request no obstruction of views and a "high" presentation screen - One (1) Plenary Session Room on Thursday to hold 225 people (classroom style); request no obstruction of views and a "high" presentation screen - One (1) Registration Area to register 225 people (2 tables/4 chairs). Provide separate table for printer and supply space. Provide additional table for Distinguished Visitor (DV) registration - One (1) Office to serve as Staff/Storage Office (15 person capacity with table, chairs, and computer/printer space) - One (1) Designated area to serve as a Distinguished Visitor (DV) Suite (15 person capacity with table, chairs, and computer/printer space) - One (1) Office to serve as a Speaker Ready Room (25 person capacity with table, chairs, and dual computer/color printer space) Audiovisual Support and Coordination: - Two (2) high projection screens on main plenary session - One (1) high projection screen on break out rooms - Two (2) lapel microphones and two (2) wireless microphones in main plenary session (split this equipment for breakout rooms) - Remote control with laser pointer to drive Power Point presentations in each room - Seven (7) computers/laptops - One per presentation room, two in speaker ready room, one in registration area, one in DV suite and one in staff/storage office - Four (4) printers with at least one being a color printer - One in speaker ready room, one in registration area, one in DV suite and one in staff/storage office Catering/Light Refreshments - Light refreshments to include two (2) breaks each day 25 Aug - 27 Aug, 200 personnel morning break and 175 personnel afternoon break. In addition to the light refreshment requirement, there is also a requirement for a Social on Tuesday 25 Aug with heavy hors d'oeuvres and light refreshments from 7:00 PM - 8:30 PM for up to 80 people. Cash payment by individuals will be made for any social refreshments. The hotel shall provide a menu with the cost proposal for the Government's review and approval. - Light refreshments (excluding alcohol) include such things as coffee, tea, milk, juice, soft drinks, doughnuts, bagels, fruit, pretzels, cookies, chips, muffins, or similar items. Contract will be a Firm Fixed Price and consist of three (3) CLINs 0001 - Meeting Space 0002 - A/V Support and Coordination 0003 - Catering/Light refreshments All Quotes will be evaluated based on FAR 15.101-2 -- Lowest Price Technically Acceptable Source Selection Process. Evaluation factors are as follows: 1) Technically Acceptable 2) Price Evaluation may be made with or without discussions with the offeror(s). The offeror must be registered and current on the Central Contractor Registration website (www.ccr.gov), no exemptions. All invoices shall be submitted using Wide Area Work Flow (WAWF). To be eligible for award under this solicitation, the offeror must propose to use a facility that is compliant with the requirements of the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391) (15 U.S.C. 2201 et.seq.) and is listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.fema.gov/hotel/search.cfm.
