Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers is soliciting for proposals for Performance Based Services for Sanitary Maintenance Services at Blackhawk Park, DeSoto, WI. (ii) The solicitation number W912ES-09-T-0022 is issued as a request for quotation (RFQ). The solicitation will be issued in accordance with FAR Part 12, and evaluated in accordance with FAR Part 13. The requirement duties include pumping of sewage waste from the shower, admin and maintenance buildings, sanitary disposal station, seven vault privies, the campground fee collector tank and four portable toilets. The resulting contractor will provide services in strict accordance with applicable state of Wisconsin and local regulations. The contractor shall submit a copy of required state permits/licenses prior to start of work. The award will be made to the offeror with the ability to fulfill the aggregate of requirements. This procurement is 100 percent set-aside for small business. The North American Industrial Classification Codes (NAICS) is 562991 and the business size standard is $6.5 million. Period of Performance: The period of performance is one base year with four (4) one year option periods. The base requirement is 04/25/2009 12/31/2009. Option Year 1: 01/01/2010 12/31/2010. Option Year 2: 01/01/2011 12/31/2011. Option Year 3: 01/01/2012 12/31/2012. Option Year 4: 01/01/2013 12/31/2013. The award will be made to the offeror with the ability to fulfill the aggregate of requirements. This synopsis/solicitation incorporates one or more clauses and provisions by reference with the same force and effect as if they were stated in full text. Federal Acquisition Regulation (FAR) provisions at 52.212-1, 52.212-2, 52.212-3, 52.217-5, 52.219-1, 52.222-22, 52.222-25, and 52.252-1 apply to this solicitation. The following text is added to Paragraph (a) of Far 52.212-2: (i) Price and Past Performance (Experience Statement) will be evaluated in accordance with FAR 13.106-2(a)(4)(ii); an Firm-Fixed Price award will be issued to the lowest priced offer having the highest past performance rating, representing the best value when compared to any lower priced offer. Additional information on evaluation and guidance on price and past performance are provided under provision 52.212-1 of the solicitation. A completed copy of the provision 52.212-3 and/or proper ORCA certifications must be submitted with each offer. The following Department of Defense FAR Supplement (DFARS) provisions and clauses apply to this acquisition: 252.203-7000; 252.203-7002; 252.204-7000; 2520204-7003; 252.204-7004; 2523204-7006; 252.212-7001; 252.225-7001; 252.232-7003; 252.232-7010; and 252.243-7001. The Department of Labor Wage Determination Schedule 05-2577 (Rev 8) is applicable to this procurement. This solicitation is issued as a request for proposals. Offerors must be registered in the Central Contractor Registry located at www.ccr.gov prior to contract award. Interested sources who submit data are responsible for approximately marking information if it is proprietary in nature. A determination by the government not to award based on the responses to this solicitation is solely within the discretion of the government. A copy of the Request for Proposal is attached along with Amendment 0001.
