- A GENCY:General Services Administration (GSA), Public Buildings Service (PBS), Design and Construction Division (9PC) PROJECT:RECOVERY - Architectural/Engineering (A/E) Services for the Otay Mesa Land Port of Entry (LPOE) Modernization & Expansion Funded by the American Recovery and Reinvestment Act (ARRA) of 2009 (Public Law 11-5) (Recovery Act) LOCATION:San Diego, California This notice is provided for informational purposes only. This opportunity is available only to contractors who have received an awarded national GSA Indefintie Delivery Indefinte Quantity (IDIQ) contract in Zone 1 to provide A/E services. Zone 1 covering the states of California, Arizona, Idaho, Washington, Alaska, and Montana. The contract number is GS-07P-08-HDD-0050. The General Services Administration (GSA), Public Buildings Service (PBS), Design and Construction Division (9PC) has a requirement to procure services from a highly qualified A/E firm to develop design documents for the Otay Mesa Land Port of Entry (LPOE) Modernization Project in San Diego, California. The design documents provided will establish the scope of work for the prospectus construction project. It is important to note that this project is funded under the American Recovery and Reinvestment Act (ARRA) of 2009 (Public Law 11-5) (Recovery Act). The last major renovation to the Otay Mesa LPOE was completed in 1996 and at that time it was estimated that nearly 4 million inspections were being conducted per year at the port. Since then studies have been conducted and demonstrated that the number of inspections has nearly doubled to approximately 8 million per year. Current projections suggest that Otay Mesa will continue to experience a significant increased inspection demand that may reach roughly 18 million per year by 2030. The current prospectus construction project seeks to modernize current security systems and other facilities in order to achieve the following (in no particular order); •Meet heightened security requirements set forth by the Department of Homeland Security (DHS) •Provide safe, secure, and efficient operational areas for the public and federal employees •Reduce mounting vehicular (commercial and non-commercial) and foot traffic congestion at the LOPE •Facilitate international commerce •Improve energy and water efficiency This selected A/E will be awarded a firm-fixed price delivery order through the A/E Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Zone 1. This delivery order will consist of complete design services including the preparation of construction documents for the proposed work. The scope of the A/E Services may include but is not limited to Pre-design Services (including special studies and surveys) Concepts, Design Development, Construction Documents (in preparation of Working Drawings in AutoCAD or BIM, Specifications, Estimating Services, Value Engineering) and Post Construction Contract Award Services, in addition to other supplemental services as appropriate to the project needs. The project will be delivered through a traditional design-bid-build method. Each A/E firm under the GSA national A/E IDIQ contract for Zone 1 will be provided a fair opportunity to participate on the project in concurrence with Federal Acquisition Regulation (FAR) Part 16.505. In addition this selection process will be subject to FAR Part 36.602 for A/E selection. Ultimately the award will be made to the most highly qualified A/E firm that provides best value to the Government and with whom a mutually satisfactory delivery order can be negotiated.
