Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92243-09-T-DR18. A firm fixed price contract is contemplated. In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-31. North American Industrial Classification Code (NAICS) 541690 with a standard business size of $7.0 million applies to this procurement. This procurement is a small business set-aside. The DPAS rating for this procurement is DO-C9. All responsible sources may submit a quote which shall be considered by the agency. The contractor shall provide a proposal using the attached bid schedule in Section B. Section B Schedule of Supplies and Services CLIN 0001 Personnel Labor in support of Trident Spectre 09 (TS09) for non-personal services in accordance with attached statement of work. Contractor to provide personnel labor categories to perform work IAW Statement of Work. Labor Support - 1264 hours CLIN 0002 Contractor Travel in accordance with Joint Federal Travel Regulations (JFTR) Travel NTE $3,000.00 CLIN 0003 Other Direct costs (Give detailed list) The order period of performance shall be from date of award through 31 July 2009. Location: NSWG2, 1300 Helicopter Rd, Norfolk, VA 23521. STATEMENT OF WORK 1. Purpose Establish the efforts required to provide the following basic tasks: •· Update the current Jarvis Geolocation Mission User Interface to integrate newest systems approach with the Raptor X Geospatial Information System. •· Provide dedicated support for integration efforts of Jarvis and Raptor X during Trident Spectre 2009. •· Attend Mid Planning Conference for Trident Spectre 2009 ensuring all relevant participants are aware of the Jarvis capabilities for integration efforts into various other platforms (i.e. Small UAVs, maritime patrol craft, and fixed wing aircraft). •· Demonstrate integration of technology areas into specific Naval Special Warfare operational assessments. •· Provide briefings as required to incorporate data and conclusions into program briefings and appropriate requirements meetings. •2. Description of Work Required efforts for this project are described in the statements below: •· Meeting locations will be in either the Norfolk, VA or Washington, DC. All data collection will be conducted within the Hampton Roads area. •· Integration of a single connection controller for Raptor X that will control multiple communication nodes. •· Connection controller capable of quick cross-queuing multiple sets of either concurrent or historic mission data for purposes of cooperative geolocation. •· Connection controller will provide a continuous status interface for each device that is attached via the Raptor X Global view. •· Ensure geolocation results will be presented on the Raptor X map with a pinpoint and a 3D confidence graph in addition to any payload track data. •· All capabilities will be rolled out in sequence to the Raptor X API versions 1.1 and 1.2 planned releases. 3. Responsibilities •· The contractor will provide dedicated personnel to conduct the connection controller and Raptor X integration efforts detailed in this scope of work. •· Personnel assigned to this effort will be required to conduct onsite mission development support during the Trident Spectre 2009 experiment. •· Customer will provide access to classified systems for documentation generation and distribution. •· Contractor must have expertise in the Naval Special Warfare, Tactical ISR and related TTP's on the current battlefield. Except as specified herein, no order, statement, or conduct of Government personnel who visit the contractor's facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the Changes clause in Section I. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof. The offeror agrees to hold the prices in its quote firm for 45 calendar days from the date specified for receipt of quotes. Only complete quotes will be considered for award. Offerors must scrutinize this solicitation and ensure their proposals and submissions comply with all requirements. It is not sufficient to merely state your proposal complies with the solicitation requirements. You must clearly identify how your proposal meets ALL of the solicitation requirements.
