Description
The Navy plans to issue a Request for Proposal (RFP) no later than 30April 2009 to encourage industry participation in the development/production ofthe Acoustic Device Countermeasure ADC MK 3 & MK 4 devices. Both devices are16-cm in diameter, expendable countermeasures externally launched from the6-inch Countermeasure Set, Acoustic (CSA) External Countermeasure Launcher (ECL)systems. The ADC MK 3 and MK 4 countermeasures provide submarines thecapability to counter torpedo and sonar threats, respectively. The Governmentcontemplates award of a Firm Fixed Price (FFP) contract, with Cost Plus FixedFee (CPFF) components for engineering services and Cost Reimbursement (CostOnly) CLINs for other direct costs resulting from this solicitation. The RFP and related files listed under the solicitation will be issuedelectronically. Vendors wishing an electronic copy may download it directly totheir workstation on or after the issue date by accessing the following addressvia the internet site or URL: http://www.neco.navy.mil. This is not an RFP, a promise to issue an RFP, or a promise by the Government topay for information received in response to this synopsis or any subsequentsynopsis. This information is subject to modification and in no way binds theGovernment to award a contract.
