Request for Information (RFI) for Network Operations Situational Awareness (NetOps SA) Capability Development <h4>Contracting Office Address:</h4> Defense Information Systems Agency, DITCO-Scott PL8313 2300 East Drive, Bldg 3600, Scott AFB, IL, 62225-5406 <h4>Description:</h4> PURPOSE : The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to continue the development and production of two operational, enterprise-wide NetOps SA information systems: the Global Information Grid Customizable Operational Picture (GIGCOP) and the Computer Network Defense User-Defined Operational Picture (CND UDOP). The Government anticipates requiring the vendor to integrate these two systems into one system; therefore, the vendor will be required to develop an integrated system architecture and implementation plan to accomplish this task. The integration of the two systems will reduce overlapping capabilities, commercial off-the-shelf products/licenses, maintenance and sustainment costs, and optimize development resources and system footprints. The Government anticipates a contract award in 4 th quarter FY09. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR OTHERWISE PAY FOR INFORMATION RECEIVED IN RESPONSE TO THE RFI. This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to the RFI that is marked Proprietary will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned nor will the Government confirm receipt of the RFI response. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The anticipated North American Industry Classification System Codes (NAICS) for this requirement are 541511, 541512, and/or 541712, and the size standard is $23M. Small businesses are strongly encouraged to provide responses to this RFI, in order to assist DISA in determining the potential levels of interest, competition and technical capability to provide the required services within or outside the Small Business community. In addition, this information will also be used to assist DISA in establishing a basis for developing any subsequent potential subcontract plan small business goal percentages. Two or more qualified and capable small businesses must submit responses that demonstrate their qualifications to make a determination for a small business set-aside. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). Interested small businesses meeting the small business standard of NAICS codes 541511, 541512, and/or 541712 are requested to submit a response within 14 calendar days of issuance of this RFI. Late responses will not be considered. Responses should provide the business's DUNS number and CAGE code and include a statement of self certification under the NAICS codes. Additionally, responses should include recent (completed within the last three years or work that is on-going) and relevant experience (work similar in type and scope, as specified herein) to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers where the responder performed the relevant work. Marketing brochures and/or generic company literature will not be considered. Not addressing all the requested information shall result in the Government determining the responder is not capable of performing the scope of work required. BACKGROUND: The Government provides the following high-level descriptions of the two systems, GIGCOP and CND UDOP. GIGCOP is a classified thin client Web application, providing near real-time NetOps SA for the Department of Defense (DoD) personnel working in NetOps management centers around the world. GIGCOP will horizontally fuse potentially hundreds of disparate stove-piped network, transport, application, computing, net-centric services, and information assurance (IA)/computer network defense (CND) management, monitoring, and reporting systems' data sources to formulate a cogent, end-to-end NetOps Situational Awareness (SA) capability. The system will enable the NetOps community of users to more quickly observe abnormal performance and operational trends in near real-time; diagnose and correlate specific enterprise-wide anomalies, events, attacks, and performance issues across the GIG; provide operational and mission impact assessments; and respond with the appropriate measures in a timelier manner to correct these issues when they occur. The GIGCOP system will be developed to accomplish the requirements provided by the NetOps SA Working Group (NRWG), which are derived from the NetOps SA requirements found in the Joint CONOPS for GIG NetOps and the GIG Capstone Requirements Document (CRD). The GIGCOP capabilities will be developed and implemented using Net-Centric principles, standards, and guidelines and in accordance with data exchange schema standards derived from the NetOps COI Data Strategy. The GIGCOP program will also use applicable NetOps Architecture products as they are developed and approved for use. CND UDOP is a classified thin client Web application, integrating and correlating CND data sources from various DoD inventory, vulnerability, incident management systems, and attack sensing and warning systems. CND UDOP is the portion of the Information Assurance (IA) & NETOPS operational picture that provides local, intermediate, and DoD-wide situational awareness of CND activities and operations, and their impact, collaboration, and decision support. The CND UDOP leverages common data, views, and mechanisms for data sharing and correlation, and displays information necessary for the defense of DoD networks. The criticality of enhancing CND situational awareness is due to the increasingly information-centric operations conducted by the DoD, it's combatant commands, services and affiliated agencies. The correlated data is used to generate reports, trends, and data visualization to provide situational awareness and actionable information about the GIG Enterprise to DoD personnel working in Network Defense centers around the world. Current development efforts include, but are not limited to, further integration of additional data sources, conversion to a SOA, and providing additional capabilities for the incident management community. The Contractor will be responsible for developing the GIGCOP and CND UDOP capabilities based on the NetOps Situational Awareness requirements provided by the Government as this mission area evolves. GIGCOP and CND UDOP development will continue using the existing software and hardware system baseline as new requirements are provided. GIGCOP and CND UDOP use COTS products as their core components; however, in order to customize the COTS software to accommodate the user's needs, the Contractor will have some development work in the areas of data interfaces from other system data sources and the graphical user interface for the user-defined dashboards. COTS development tools shall be used whenever possible, affordable, and approved by the Government. The Contractor, in conjunction with the Government, will continuously monitor and leverage new technologies to provide improved or added capabilities when needed, to include tech refresh of existing COTS products. External system data source interfaces will range from system-to-system direct interfaces to subscribing to data via web services to retrieve relevant data required to produce the required NetOps SA capabilities. These data sources exist throughout the DoD network, transport, application, computing, net-centric services, and IA/CND management, monitoring, and reporting systems. The Contractor shall be required to not only develop these system interfaces, but also assist other data source system owners in the development of their data interface to ensure Net-Centric standards are adhered to and implemented to support NetOps SA needs. Development activities for both GIGCOP and CND UDOP include, but are not limited to: the integration and customization of several commercial off-the-shelf (COTS) products selected through market research to meet technical requirements and capabilities; development of specialized interfaces to several different data sources controlled by other Government entities; understanding and using integrated data for correlating, filtering, and displaying information in customizable graphical user interfaces (GUI); and securing the COTS products and integration software code to meet certification and accreditation requirements in order to operate the systems in DoD enclaves and networks. Government-furnished information (GFI) provided both development teams with challenges that caused delays in the development, testing, and production of deliverable capabilities. Examples of this GFI include, but are not limited to: access to sample, test, and production data sources; development of data standards; interface connection permissions and security requirements from other Government system owners; changes in data source's data schemas and formats; documentation; access to data not available by automated means; and attaining certification and accreditation documentation/permissions to connect and operate the systems to the enclaves and networks. Requested Information: TECHNICAL SERVICES: Interested vendors are requested to submit a maximum ten (10) page capabilities statement describing their knowledge of and abilities to perform the following: a. Demonstrate current/recent past experience (within the last three years) in supporting similar efforts in the Department of Defense (DoD) (preferred) or other U.S. Federal Government department/agency. The vendor must have proven experience delivering complicated systems engineering and technical development services within the Federal Government, with emphasis in the telecommunications and network security environments, successful implementation of SOA, and use of collaborative technologies in delivered capabilities. b. Describe the ability to perform the following activities for both systems (GIGCOP and CND UDOP): •- Develop required system architecture products to support NetOps capability development tasks •- Continue to develop and deliver capabilities for both systems independently, as well as during the transition and implementation to the integrated system •- Continue to sustain and maintain the operational baselines of the systems in the production environment •- Maintain the strict security accreditation each system requires in their respective development and test lab environments (Government site) and production environments (Government sites) •- Maintain the configuration management and control processes for each system •- Assume all responsibilities on day one of the effective date of the contract, with a full staff of qualified, trained, and cleared personnel (described in detail below) required to accomplish the tasks of the contract and to ensure no loss of service, support, and security posture during transition from the incumbent contractor •- Develop test plans and conduct tests to ensure system developments provide the required capabilities •- Provide required system documentation deliverables to include, but not limited to: system engineering plans, detailed schedules, test plans, configuration management process and plan, software design specifications, requirements traceability matrix, system user guide, developer and system administrator guides, security accreditation documents, functional requirements specification, system architectures and views •- Provide general and specialized user training and computer-based training products c. Demonstrate current experience in successfully implementing a structured program within the DoD or U.S. Federal Government, including, but not limited to: providing personnel with current DoD Secret clearance (minimum) and specified personnel with current DoD Top Secret and Top Secret/SCI clearance; and maintaining a workforce (estimated between 40-50 FTEs) with the knowledge, skills, and abilities (as detailed below) in a very competitive job market, as exists in the National Capitol Region (NCR). d. Demonstrate the ability to provide the required workforce with the following knowledge, skills, and abilities : - Both UNIX (system server environment) and Windows-based (development/test environment) operating systems for multiple server and client system administration - Skilled workforce (e.g., system architects, software developers, database designers and administrators, system administrators) with experience covering ALL the following COTS software, operating systems, and software integration code languages: - PL/SQL for Oracle - XML - WS Notification Enterprise Service Bus - Web Services (REST and SOAP) - Solaris - Windows XP - Windows 2003 Server - Lucent's Integrated Service Assurance (ISA) - Business Objects - Tomcat - Apache - ESRI ArcGIS - Adobe FLASH and FLEX - JAVA Script - AJAX - Senior systems engineers, architects, and scientists with experience and application of Commercial Best Practices in the following disciplines: Services Oriented Architecture, Web Services development, data integration and correlation, graphical user interfaces, and systems integration. - Certified information security engineers experienced in the DoD Information Assurance Certification and Accreditation Process (DIACAP) used to document the security of classified and unclassified information systems composed of hardware, COTS software, and unique software developed to integrate several COTS software components into these systems. e. Demonstrate the ability to manage task order financials, deliverables and monthly status. The contractor shall demonstrate the ability to manage/lead a multi-contractor team to execute multiple tasks to achieve successful results and meet deliverables within Government-specified schedule and cost objectives. f. Demonstrate the ability to implement industry best practices and management processes to ensure timely and effective mission accomplishment. g. Demonstrate an understanding of the DoD, the NetOps mission area, and the ability to provide expertise and experience to accomplish the required tasks. PERFORMANCE-BASED CONTRACTING: The Government intends to submit a performance-based Request for Proposal (RFP) for this requirement. Taking into consideration specifically the information presented in the "BACKGROUND" section of this RFI, as well as other information related to this requirement, interested vendors are requested to submit a maximum three (3) page statement describing their responses to the following: a. Provide suggested performance requirements for outputs, given the above-described software development efforts this contract would require. b. Provide suggested performance standards to measure the suggested performance requirements. c. Provide suggested Acceptable Quality Levels (AQLs) for meeting the suggested performance standards. d. Provide suggested methods of surveillance for the Government to use to assess compliance with the suggested performance standards. COST AND CONTRACTING VEHICLE INFORMATION: Interested vendors are requested to submit a maximum five (5) page statement describing their responses to the following: a. Describe a DoD Enterprise-wide services cost estimate for the technical services requested above. Please provide the requested cost information in the cost template provided in Appendix A. b. Provide a list of the current contract vehicles your services may be procured from, to include the General Service Administration (GSA), Federal Supply Schedule (FSS) and any other government contract vehicle. c. Provide a list of your current/recent customers and include the name of the contract, name and contact information of the customer and contracting officer. <h4>Responses</h4> Responses to this RFI are to be submitted by e-mail NLT 14 calendar days after posting in FedBizOps. Responses must be single-spaced, Times New Roman, 12 point font, with one inch margins all around, compatible with MS Office Word 2003, with a total page count not to exceed fifteen (15) pages. The response should not exceed a 5 MB mail limit. Interested vendors should forward their capabilities and other information to be considered to PEO_IANACQUISITION@disa.mil. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and Contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
