Description
The Department of Veterans Affairs is seeking construction contractors to construct a 30-bed Spinal Cord Injury / Disease (SCI/D) Center Addition at the VA Medical Center in Syracuse, NY. The project number is 528-708. Competition for this procurement is unrestricted. The contractor shall provide all labor, materials, transportation, supervision, supplies and tools necessary for the construction of the approximately 140,000 SF six story additions. The addition will contain spinal cord injury treatment spaces, new operating rooms and various medical treatment and support space. On the site, the existing 6,000 square foot former laundry structure as well as Building #3, a approximately 3200 SF out building, will be demolished to accommodate the a new six story tower. The new tower will be configured to meet the needs of various functions displaced in the existing hospital building. The 4th floor of the existing building, (approximately 36,000 SF) will be renovated and configured for inpatient and outpatient SCI functions. A single story structure of approximately 10,000 SF will be constructed adjacent to the tower to accommodate the SCI therapeutic pool area and provide a connection from the new SCI structure to the existing parking garage. Construction shall include physical security structural and architectural elements for blast protection. The work zone is adjacent to an active inpatient/outpatient surgical hospital facility. Work shall include general construction, fire protection, plumbing, mechanical, electrical, sitework, asbestos and lead abatement, and rough-in for hospital equipment. Sitework includes roadway improvements, walks and site lighting. There are three Base Bid Items: New Construction of SCI addition; Asbestos Removal; Physical Security Features. Additionally, there are seven Add Alternates: (1) Renovate Existing 4th Floor; (1A) Associated Asbestos Removal; (2) Canteen & SPD renovations; (3) Renovate 4th Floor East Wing; (3A) Associated Asbestos Removal; (4) Exterior Garage Elevator & Stair (5) Pneumatic Tube System. The estimate cost range for the project is between $50,000,000 and $100,000,000. The firm must be a General Construction firm approved under NAICS Code 236220 and the size standard is $33.5 Million. Small business subcontracting goals for this project are as follows: (a) 28.7% for Small Business (SB); (b) 5% Small Disadvantaged Business (SDB); (c) 7% Service-Disabled Veteran Owned Small Business (SDVOSB); (d) 5% Women-Owned Small Business (WOSB); (e) 3% Hubzone Small Business, and (f) 10% Veteran-Owned Small Business (VOSB). Prospective contractors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov prior to award. Prospective contractors may acquire documents from the Federal Business Opportunities website www.fbo.gov. A Pre-proposal conference is scheduled for May 19, 2009 at 1:00 PM until 3:00 PM in the VAMC Syracuse Auditorium, 800 Irving, Syracuse, NY. Solicitation documents will be available on or about April 27, 2009 and the approximate proposal due date is June 11, 2009. The deadline to submit Requests for Information is May 27, 2009. Award of a firm fixed-price construction contract is anticipated for July 9, 2009. There will be no public bid opening. The proposals will be evaluated and award shall be made utilizing the Best Value method under FAR Part 15. Firms are advised that award may be made without discussions or any contact concerning the proposal received.
