Description
SA-19 ZSU-23 SA-6 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, # F1R10G9076A002, is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17. This procurement is a 100% small business set-aside, the NAICS Code is 332999 with a small business standard of 500 employees. The following non-commercial items are requested in this solicitation: ITEM #1. SA-6 Gainful (9M9/9M336 Kub) Triple Replica. (Quantity: 1 EACH) Approximate Dimensions are: Overall Length, Hull 6.79 meters, including missiles 7.389 meters Width 3.18 meters Height top of Hull 1.8 meters, including missiles 3.45 meters Transporter-Erector-Launcher Unit. The Multi-Spectral Target Replica will have the required detail to replicate the actual threat system. The target shall match the dimensions of the actual units as described using unclassified reference sources. The target will be radar reflective and accommodate a thermal signature. Unit shall be built to include a capability to add an electrically heated area where the engine and crew compartments would be located. These requirements will include 1 control box with 110V outlets required for distributing heat elements and a 50 ft power cable. Construction of the target should consist of a framework of welded tubular galvanized steel with a galvanized sheet metal exterior. All sheet metal will be brake formed and assembled with self drilling screws. Wheels and detail on target may be made of metal with painting to provide a realistic appearance. The SA-6 Gainful should be able to be disassembled for easy transport. The target shall be painted in a solid olive drab green with the missiles painted white or tan. The target will be designed to withstand a maximum of 60 mph winds and an 18" snow load. The contractor will provide tie-down straps and ground anchors for set up units. Target should be able to be deployed for extended periods of times of 1-5 years with only minor corrosion control. The target shall be built so as the missiles may be placed in the erected or stowed positions. To support range configuration changes, each target is mobile and will be securely integrated onto a tandem axle trailer with electronic brakes and DOT approved lights with a 2 inch ball tongue. The target and trailer are considered one intregral unit. Wheels and trailer hitch will be removable or camoflauged once installed on location. Some dissassembly will be allowed for transportation off the range. This target will be 9.6 feet wide and the height and length will vary according to real-world dimensions. Specifications may be slightly modified to accommodate transporting on state and county roadways. MUST FOLLOW THE DESCRIPTION OR EQUAL. ITEM #2. ZSU 23-4 Shilka Self-Propelled Antiaircraft Gun Replica. (Quantity: 1 EACH) Approximate Dimensions are: Length 6.54 meters/21.26 ft Height 2.25 meters/ 7.31 ft Width 2.95 meters/ 7.44 ft. Unit shall be built to include a capability to add an electrically heated area where the engine and crew compartments would be located. These requirements will include 1 control box with 110V outlets required for distributing heat elements and a 50 ft power cable. Construction of the target should consist of a framework of welded tubular galvanized steel with a galvanized sheet metal exterior. All sheet metal will be brake formed and assembled with self drilling screws. Wheels and detail on target may be made of metal with painting to provide a realistic appearance. The ZSU 23-4 Shilka should be able to be disassembled for easy transport. The target shall be painted in a solid desert tone brown. The target will be designed to withstand a maximum of 60 mph winds and an 18" snow load. The contractor will provide tie-down straps and ground anchors for set up units. Target should be able to be deployed for extended periods of times of 1-5 years with only minor corrosion control. The target shall be built so as the missiles may be placed in the erected or stowed positions. Target will be assembled on a trailer assembly to facilitate. Wheel and trailer hitch will be removable or camouflaged once installed on location. Some dissassembly will be allowed for transportation off the range. This target's dimensions are obtained from Jane's and other non-classified sources. This target will be 9.6 feet wide and the height and length will vary according to real-world dimensions. Specifications may be slightly modified to accommodate transporting on state and county roadways. MUST FOLLOW THE DESCRIPTION OR EQUAL. ITEM # 3. TOTAL DELIVERY CHARGE FOR SA-6 AND ZSU-23 Replica. FOB: Destination delivery is required to the Snyder Electronic Scoring Site, located at 3199 FM 1607, Snyder, Texas, 79549. ITEM # 4. SA-19 Grison 2S6M Tunguska M, Mobile Missile and Gun System. Approximate Dimensions include: Missile Container: 170 MM/ 6 inches in Diameter with a length of 3.2 meters/ 10.4 ft., Chassis length: 7.93 meters or 25.77 ft, Width: 3.24 meters or 10.53 ft, Height: 4.01 meter/13.03 ft or 3.6 meters/11.7 ft with antenna stowed. The physical location is just west of the Scurry County Airport (Winston Field), in Snyder Texas. The delivery schedule should be all at once to the location above. Ensure Government coordination is accomplished prior to arranging delivery with a freight company as this is not a primary work location. Quotes will be evaluated and awarded based on price alone.
